REMINDER: Applications Due Next Monday (July 16) for the SUD-MH Supplemental Funding Opportunity
Applications for HRSA’s fiscal year (FY) 2018 Expanding Access to Quality Substance Use Disorder and Mental Health Services (SUD-MH) supplemental funding opportunity are due in HRSA’s Electronic Handbooks (EHBs) by Monday, July 16, at 5:00 p.m. ET.

Applicant Question of the Week:
“What can I do with my one-time funding?”

Answer: SUD-MH one-time funding supports costs to increase access to substance use disorder (SUD) and/or mental health services at your health center, which may include personnel, professional development, and infrastructure enhancements such as minor alterations and renovations (A/R), equipment, and supplies.

Examples include, but are not limited to:

  • Providing staff training on evidence based screening and treatment for co-occurring conditions;
  • Contracting with a practice transformation facilitator to better integrate behavioral health into primary care through the use of evidence-based models;
  • Strengthening treatment plan development and monitoring by installing new case management software;
  • Enhancing the accuracy of clinical review and assessment by purchasing telehealth supplies;
  • Reconfiguring space through minor A/R plans to co-locate SUD, mental health, and primary care services teams.

What's New

Today or Tomorrow: Infection Prevention and Control Starts at the Top
Infection control and sterilization of equipment are high clinical risk areas in all health care organizations, but particularly in health centers and free clinics that provide oral health. Please join us for a webinar, presented by ECRI Institute on behalf of HRSA and with speakers from the National Network for Oral Health Access (NNOHA), a HRSA-funded National Cooperative Agreement (NCA). The webinar will explore areas of high clinical risk and provide actionable recommendations for improving infection control and maintaining compliance with regulatory and accreditation requirements.

When Will the 2017 Uniform Data System (UDS) Data Be Ready?
HRSA has received many inquiries about the timing of the 2017 UDS data release. We are working to finalize data included in the health center reports and expect to release the data in August.


FY 2019 Budget Period Progress Report TA Call
HRSA released the FY 2019 Budget Period Progress Report (BPR) instructions on June 25. The FY 2019 BPR collects progress for Health Center Program award recipients whose project period end date is after September 30, 2019. All health centers that will complete an FY 2019 BPR are invited to participate in an upcoming TA call:

Service Area Needs Assessment Methodology Prototype Webinar
HRSA is exploring the feasibility of developing a Service Area Needs Assessment Methodology (SANAM) that would leverage public data sources to calculate an unmet need score that considers access to primary care services and the health status of a given ZIP code and/or service area. The SANAM would support the quantification of need to potentially support HRSA decision-making. A number of SANAM prototypes have been developed and tested by the MITRE Corporation, and HRSA is considering options for implementation.

More Providers at Your Site May Soon Be Eligible for NHSC Funding
Later this year, the National Health Service Corps (NHSC) will make available an additional $105 million in NHSC Loan Repayment Program awards that expand and improve access to quality opioid and SUD treatment in rural and underserved areas. You are eligible to opt-in if your site provides any of these services:

  • Opioid treatment program  – Facilities certified by SAMHSA
  • Office-based opioid treatment – Outpatient facilities with providers eligible to administer Medication-Assisted Treatment (MAT)
  • Non-opioid outpatient SUD treatment facilities – Outpatient facilities that offer SUD treatment services (that do not provide MAT) as demonstrated on their website or other organizational materials.

All NHSC sites—including health centers and NHSC auto-approved sites—must opt in for their providers to be eligible for this additional SUD treatment funding. We have extended the deadline to Tuesday, August 14, at 11:59 p.m. ET.

Certified Application Counselor Designated Organization Application Now Live
CMS is refreshing the Certified Application Counselor (CAC) Program by implementing an enhanced application and renewal process. The new process promotes better engagement with CMS’s CAC Designated Organizations (CDOs). Any organization seeking to provide CAC enrollment assistance to consumers for Plan Year 2019 must apply to become a CDO. Existing CDOs that fail to reapply during the CAC Program re-application window will be de-designated and not be permitted to certify CACs or assist consumers. Learn more and apply now.

New Report on Housing, Health, and Homelessness
On Wednesday, July 11, the National Academies of Sciences, Engineering, and Medicine's Science and Technology for Sustainability Program and the Board on Population Health and Public Health Practice will host a public release of a new joint report, Permanent Supportive Housing: Evaluating the Evidence for Improving Health Outcomes among People Experiencing Chronic Homelessness.

Call for Applications: Sealant Improvement Learning Collaborative
NNOHA, a HRSA-funded NCA, is accepting applications from community health centers for a nine-month Sealant Improvement Learning Collaborative. Participating health centers will have the opportunity to implement a mini-dashboard of oral health metrics with an aim to improve sealant rates. Apply by Wednesday, August 1.

Health Outreach Partners, a HRSA-funded NCA, highlights how health centers are using outreach to enhance the prevention and management of diabetes for their patients in their new report. Short case studies showcase effective, field-tested strategies and activities.


Accreditation and Infection Control Strategies and Tips Presented by Your Health Center Colleagues (Teleconference)
Join a teleconference, hosted by The Joint Commission, to hear from your health center colleagues on the tactics and approaches they use to achieve continuous quality compliance through accreditation, including infection control and prevention processes.
