UDS Proposed Program Assistance Letter (PAL) Released
HRSA released the PAL
to highlight proposed changes to the UDS for calendar year 2019.
Proposed changes include:
- Addition
of mental health and substance use disorder tables by provider
- Addition
of column in Table 5: Staffing and Utilization to capture virtual visits
- Removal
of Table 5A: Tenure for Health Center Staff
- Addition
of Closing the Referral Loop: Receipt of Specialist report
- Replacement
of coronary artery disease measure with statin therapy for the prevention and
treatment of cardiovascular disease
- Revision
of Appendix D: Health Center Electronic Health Record Capabilities and Quality
Recognition
- Addition
of Appendix F: Workforce
Health Center Program awardees and
look-alikes will use the reporting changes detailed in the PAL when reporting
data beginning January 1, 2020. The 2019 UDS Manual will include additional details
regarding these changes.
FINAL WEEK: Patient-Centered Medical Home (PCMH) Recognition Quality
Awards
Health centers that have PCMH recognition by July 1 of this year may be
eligible to receive a 2018 Health Center PCMH Recognition Quality Award.
If your
health center’s PCMH recognition is accurate in this table, you do
not need to take action. If it is inaccurate, please submit an update to your
PCMH recognition information via EHBs no later than THIS Friday, July 6. View
update instructions, including the acceptable forms of required documentation.

HHS’ Office of the Assistant Secretary for Preparedness and
Response (ASPR) Technical Resources, Assistance Center, and Information
Exchange (TRACIE) is surveying the nation’s health center leaders to understand
their needs relating to disaster readiness. Your insights will help ASPR TRACIE
identify ways to help your health center better meet your community’s acute and
chronic health needs following emergencies. Your input will influence the
development of practical resources to improve your readiness.

FY 2019
Budget Period Progress Report Technical Assistance Call
HRSA released the FY 2019 Budget Period Progress Report (BPR) instructions
on June 25. The FY 2019 BPR collects progress for Health Center Program award
recipients whose project period end date is after September 30, 2019. All
health centers that will complete an FY 2019 BPR are invited to participate in an
upcoming TA call:

Service Area Needs Assessment Methodology Prototype Webinar
HRSA is exploring the feasibility
of developing a Service Area Needs Assessment Methodology (SANAM) that would
leverage public data sources to calculate an unmet need score that considers
access to primary care services and the health status of a given ZIP code
and/or service area. The SANAM would support the quantification of need to
potentially support HRSA decision-making. A number of SANAM prototypes have
been developed and tested by the MITRE Corporation, and HRSA is considering
options for implementation.

VA MISSION Act and the New
Veterans Community Care Program
The VA MISSION Act of 2018 (U.S. Department of
Veterans Affairs Maintaining Systems and Strengthening Integrated Outside
Networks Act) consolidates VA’s community care programs, including VA Choice,
into a new Veterans Community Care Program that will ensure veterans receive
timely, appropriate care. The program allows veterans to receive qualifying
services outside of the current VA system and from private health care
providers, including health centers. Health centers interested in learning more
should read the fact sheet.
HRSA
Seeks Nominations for Migrant Health Council
HRSA is seeking nominations to fill vacancies on the National Advisory Council on Migrant Health (NACMH).

NACMH advises, consults, and
makes recommendations to the HHS Secretary and the HRSA Administrator
concerning the organization, operation, selection, and funding of migrant
health centers and other entities assisted under section 330(g) of the Public
Health Service (PHS) Act.
According to its charter, the Council consists of 15 members, each
serving a four-year term. Members who are not full-time federal employees
receive $200 per day, including travel time, plus per diem and travel expenses.
NACMH holds two-day meetings at least twice per year. Members typically receive
two days for travel time.
HRSA would like to receive
nominations for eight governing board members. Nominees must be members of a
governing board of a migrant health center or other entity funded through the
PHS Act. Of the eight board member vacancies, five nominees must also be
patients of the entities they represent. Board member nominees must be familiar
with health care issues affecting agricultural workers and their families.

HRSA’s Advanced Nursing
Education-Sexual Assault Nurse Examiners Program is accepting applications. The
program goal is to train more providers to conduct sexual assault forensic
examinations, which provide better physical and mental health care for
survivors, better evidence collection, and higher prosecution rates. Learn if your organization is eligible to apply. Application
deadline is Thursday, July 26.

Preventive Services Task Force Update
The U.S. Preventive Services Task Force released a final
recommendation statement on screening for osteoporosis to prevent fractures.
The task force found that screening for osteoporosis can prevent fractures in
women 65 years and older and in women younger than 65 years who are at
increased risk. More research is needed for men.

Special Supplement on the Behavioral Health Workforce
Last month, the American Journal of
Preventive Medicine, in collaboration with the University of Michigan
Behavioral Health Workforce Research Center (a HRSA-funded entity), released a
special supplement, The Behavioral
Health Workforce: Planning, Practice, and Preparation. The supplement features expert research on
behavioral health workforce planning, factors affecting service delivery and
practice, and strategies and best practices for workforce preparation.

Commission, to hear from your health center colleagues on the tactics and
