Service Area Competition (SAC) NOFO Released for March 1 Starts HRSA released the third fiscal year (FY) 2019
SAC Notice of Funding Opportunity (NOFO), HRSA-19-013, for service areas with a March 1,
2019, project period start date (current project period end date of February 28,
2019). Current award recipients should refer to box 6 of the most recent Notice
of Award (NoA) to obtain their project period end date.
Applications are due in Grants.gov by 11:59 p.m. ET on Monday, August 20, and in HRSA’s Electronic
Handbooks (EHBs) by 5:00 p.m. ET on Tuesday, September 18. Technical assistance
materials are available on the SAC Technical Assistance website.
Important Update and Reminder: Enhancing Behavioral Health
Workforce Supplemental Funding Opportunity
In May, HRSA announced the FY 2018 Behavioral Health Workforce Education and Training (BHWET) Program (HRSA-18-112) supplemental funding opportunity. Through the
Health Center Program’s aligned FY 2018 Enhancing Behavioral Health Workforce supplement, approximately 50 health centers are expected to receive $200,000
per year for two years to increase access to quality opioid use disorder and
other substance use disorder treatment through their participation in behavioral
health professional and paraprofessional training. For health centers to be
considered, a memorandum of agreement or understanding (MOU/A) must be signed
by the health center and included in the partnering BHWET organization’s
application to HRSA-18-112 by Friday, July 6, at 11:59 p.m. ET.
Important update to partnering health center requirements:
Health centers that did not report MAT
patients in their 2017 Uniform Data System (UDS) report are eligible to be
partnering health centers if they can demonstrate in the MOU/A that they:
- Provided MAT services in 2018; and
- Meet all other Partnering Health Center Requirements, as stated in
the HRSA-18-112 NOFO

information, including a list of eligible BHWET applicants, on the FY 2018 Enhancing Behavioral Health Workforce Supplemental Funding
Opportunity for Health Centers Technical Assistance website.
Patient-Centered Medical Home (PCMH) Recognition Quality Awards
Health centers that have PCMH recognition by July 1 of this year may be
eligible to receive a 2018 Health Center PCMH Recognition Quality Award.
If your
health center’s PCMH recognition is accurate in this table, you do
not need to take action. If it is inaccurate, please submit an update to your
PCMH recognition information via EHBs no later than Friday, July 6. View

Assistant Secretary for Preparedness and Response (ASPR) Technical Resources,
Assistance Center, and Information Exchange (TRACIE) is surveying the nation’s
health center leaders to understand their needs relating to disaster readiness.
Your insights will help ASPR TRACIE identify ways to help your health center
better meet your community’s acute and chronic health needs following
emergencies. Your input will influence the development of practical resources
to improve your readiness.

Burden Reduction RFI (Request for Information)
As part of ongoing work to reduce
public and stakeholder burden, HRSA released an RFI seeking feedback on specific areas of select
HRSA programs. All comments must be submitted by Monday, July 2, in order to be

Apply Now: HRSA’s Advanced Nursing
Education-Sexual Assault Nurse Examiners
HRSA’s Advanced Nursing Education-Sexual Assault Nurse Examiners Program
is accepting applications. The program goal is to train more providers to
conduct sexual assault forensic examinations, which provide better physical and
mental health care for survivors, better evidence collection, and higher
prosecution rates. Learn if your organization is eligible to apply.
Application deadline is Thursday, July 26.

More Providers at Your Site May Soon
Be Eligible for NHSC
The National Health Service Corps (NHSC)
received $105 million for future NHSC Loan Repayment Program awards that
expand and improve access to quality opioid and substance use disorder
treatment in rural and underserved areas. New categories of outpatient
services may be eligible for funding. NHSC-approved sites are eligible to opt in
if your site provides any of these services:
- General Substance Use Disorder (SUD) Treatment
- Medication Assisted Treatment (MAT)
- Opioid Treatment Program (OTP)
To opt in and take advantage of this
opportunity, review the documents required for NHSC SUD opt-in and instructions to submit the documentation through your Customer Service Portal account. The deadline to upload this information is
Tuesday, July 17, at 11:59 p.m. ET. If you have additional questions,
submit an inquiry through the Customer Service Portal.

Integration Website
On last week’s SUD-MH technical assistance call,
we mentioned having updated our Behavioral Health and Primary Care Integration website. Health centers looking to integrate
behavioral health into the primary care setting may benefit from the resources
we have compiled.
National Disaster Medical System
Major disasters can overwhelm state, local,
tribal and territorial health care resources. When that happens, the National Disaster Medical System (NDMS) helps fill in the gaps, supplementing health and medical systems
and response capabilities. NDMS medical professionals:
- Provide patient care, patient movement, and definitive care;
- Contribute veterinary services;
- Furnish fatality management support; and more.
NDMS professionals also serve behind the
scenes at many large-scale national events, like the Presidential Inauguration,
or Republican and Democratic National Conventions, where there is the potential
need for a cadre of trained medical professionals to provide help when seconds
count.

Prevention Toolkit
The SAMHSA
Opioid Overdose Prevention Toolkit offers
information and facts from literature and links to resources to prevent
opioid-related overdoses and deaths. Because interdisciplinary collaboration is
critical to success, SAMHSA offers the Toolkit as an educational
resource for first responders, prescribers, patients, and families.

Mapper is an open-access online mapping tool that incorporates health center
data with other publicly available geospatial data, including U.S. Census

Postdoctoral Clinical Psychology Residency
Learning Collaborative Applications Due Soon
Community Health Clinic, Inc., a HRSA-funded National Cooperative
Agreement (NCA), offers this learning collaborative to take your practice from
planning to implementation to accreditation. It will provide a series of
videoconference learning sessions, as well as quality improvement training,
ongoing mentoring for coaches in your organization, technical assistance, and

HUD Policy Brief: Recovery Housing
This
recent HUD Policy Brief from the Corporation for
Supportive Housing, a HRSA-funded NCA, highlights the impact and potential for
health centers that engage with Recovery Housing and residential treatment
programs. Recovery Housing provides an abstinence-focused and peer-supported
community for people recovering from substance use disorder. It can support
those leaving a treatment program or assist those who may relapse while in
housing back into treatment programs if needed.
Medicaid/Medicare Reimbursement for
Behavioral Health Integration Services Roundtable Discussion for Health Centers
The SAMHSA-HRSA Center for Integrated Health
Solutions (CIHS) is hosting an interactive roundtable discussion on the key
components of behavioral health integration with a special focus on Medicaid/Medicare
