Update on SAM.gov Registration Change Please review and update your
registration as early as possible; due to new validation steps, this process
now takes additional time. We advise entities to log in to SAM.gov and review your registration information as
well as your financial information. Please follow the steps to update your
registration no later than 60 days prior to expiration. A lapse in registration
affects HRSA recipients’ ability to apply for and/or receive federal funding.

HRSA Hosts Maternal Mortality
Summit
HRSA will host health care
officials from six nations – Canada, Brazil, India, Rwanda, Finland and the
United Kingdom – as well as thought leaders from across the U.S. government and
academia for a three-day conference on maternal mortality from June 19-21. The
HRSA Maternal Mortality Summit will examine challenges and seek innovative
solutions to reduce maternal mortality in the United States and globally. HRSA
will provide a free, live webcast of the Summit’s plenary sessions for the press and the public. In-person attendance
is by invitation only.

FTCA
Corrective Action Plans
The FTCA Program will use the operational
site visit report to support FTCA deeming decisions and to identify
technical assistance needs for FTCA-deemed health centers. In circumstances
where the site visit report contains FTCA risk and claims management findings
that require follow-up, the FTCA Program will develop and share an Action Plan
with the health center. The health center is expected to respond to the Action
Plan and address findings before the next FTCA deeming cycle.
Service Area
Competition (SAC) NOFO Released for January 1 Starts
HRSA released the first fiscal year (FY) 2019 SAC
Notice of Funding Opportunity (NOFO), HRSA-19-010, for service areas with a January 1,
2019, project period start date (current project period end date of December 31,
2018). Current award recipients should refer to box 6 of the most recent Notice
of Award (NoA) to obtain their project period end date.
Applications are due in Grants.gov by 11:59 p.m., ET on Monday, August 6,
and in HRSA’s Electronic Handbooks by 5:00 p.m., ET on Tuesday, August 21.
Technical assistance materials are available on the SAC Technical Assistance website.

2019 SAC Applicant Question and Answer Session
As
mentioned above, HRSA has released the first FY 2019 SAC NOFO and plans to
release the remaining five over the next three months. HRSA
will hold an FY 2019 SAC Applicant Question and Answer Session that will apply
to all FY 2019 SAC NOFOs and all applicant types.

Opportunity to Provide Feedback on Emergency
Preparedness and Response
The HHS Office of the Assistant Secretary
for Preparedness and Response (ASPR) Technical Resources, Assistance Center,
and Information Exchange (TRACIE) is examining the current role of health
centers in supporting the health and medical response to disasters or emergencies.
ASPR TRACIE is conducting a survey open to health center leaders from across
the country to learn about capacity, willingness, and preparedness to respond
and impediments to participation. This anonymous, online 15-minute survey is a great opportunity to share your insights. If you have any questions, please contact the study administrator

HRSA Seeks Nominations for Migrant Health
Council
HRSA is seeking nominations to fill vacancies on the National
Advisory Council on Migrant Health (NACMH). Contact Esther Paul to submit a nomination
or to learn more.
NACMH
advises, consults, and makes recommendations to the HHS Secretary and the HRSA
Administrator concerning the organization, operation, selection, and funding of
migrant health centers and other entities assisted under section 330(g) of the
Public Health Service (PHS) Act.
According
to its charter,
the Council consists of 15 members, each serving a four-year term. Members who
are not full-time federal employees receive $200 per day, including travel time,
plus per diem and travel expenses. NACMH holds two-day meetings at least twice
per year. Members typically receive two days for travel time.
HRSA
would like to receive nominations for eight governing board members. Nominees must
be members of a governing board of a migrant health center or other entity
funded through the PHS Act. Of the eight board member vacancies, five nominees must
also be patients of the entities they represent. Also, board member
nominees must be familiar with health care issues affecting agricultural
workers and their families.

2018 Uniform Data System (UDS) Manual Now Available
The 2018
UDS Manual describes the annual UDS reporting requirements for all health
centers that receive federal award funds (awardees) as well as for look-alikes
under the Health Center Program. The manual, a comprehensive guide for
awardees, provides an understanding of the framework of reporting requirements,
including data submissions on patients, operations, and clinical performance.

Naloxone Recall—Two Lots from Hospira
Recalled Due to Particulate Matter
The FDA urges Naloxone carriers to check their product against a national recall
list. Hospira, the maker of the opioid overdose reversal drug Naloxone,
has issued a voluntary recall due to the presence of loose particulate matter
in a syringe plunger. Please inform the health care professionals in your
network immediately. The FDA notice includes information on the specific
product lot numbers affected by this recall.

Providers at Your Site May Soon Be Eligible for NHSC
The National Health Service Corps (NHSC) received $105 million for
future NHSC
Loan Repayment Program awards that expand and improve access to
quality opioid and substance use disorder treatment in rural and underserved
areas. New
categories of outpatient services may be eligible for funding. NHSC-approved
sites are eligible to opt-in if your site provides any of these services:
- General Substance Use Disorder Treatment
- Medication Assisted Treatment (MAT)
- Opioid Treatment Program (OTP)
To
opt-in and take advantage of this opportunity, review the Documents
Required for NHSC Substance Use Disorder (SUD) Opt-in
and instructions to submit the documentation through your Customer
Service Portal account. The deadline to upload this information is Tuesday, July 17, at 11:59

Trauma-Informed Learning Collaborative: Moving from Theory to Practice
The National Health Care for the Homeless Council, a
HRSA-funded National Cooperative Agreement (NCA), is currently coordinating a three-year
Learning Collaborative to assist programs in adopting a trauma-informed
approach. This webinar will share updates on the first year of the
collaborative, which engaged 10 organizations serving people experiencing
homelessness to develop an assessment tool to evaluate trauma-informed
policies, practices, and procedures.

CDC Vital Signs: Suicide Rates Rose
Significantly in Most States
According
to CDC, suicide rates in the United States have risen nearly 30% since 1999,
and mental health conditions are one of several factors contributing to
suicide. Examining state-level trends in suicide and the multiple circumstances

Each September, SAMHSA sponsors National Recovery Month to
increase awareness and understanding of mental health and substance use
disorders and to celebrate individuals living in recovery. The 2018 Recovery Month Toolkit and television and

Opioid Use Disorder
HRSA recently hosted a webinar featuring SAMHSA’s “Clinical
Guidance for Treating Pregnant and Parenting Women with Opioid Use Disorder and
Their Infants.” Speakers discussed a case study using
the fact sheets in the guidance. The Clinician Consultation Center’s Substance Use
Warmline, which provides free and confidential
clinician-to-clinician telephone consultation on substance use evaluation and management,

School-Based Telehealth Networks: Lessons from the
Field
HRSA’s Mid-Atlantic Telehealth Resource
Center offers a webinar featuring experts that have developed
telehealth-enabled school health centers in rural communities. These health
centers provide telehealth services for rural children that focus on asthma,
obesity reduction and prevention, behavioral health, diabetes, and oral health.
Hear about the successes, challenges, and lessons learned from their
HRSA-supported telehealth network grant project.
