Statutory Changes Update
HRSA continues to assess the impact of changes made by the Bipartisan Budget Act of 2018 (BBA) to section 330 of the Public Health Service (PHS) Act on the Health Center Program. We recognize there are questions related to program oversight and the impact of compliance status on project period length and awards.

What's New

BPHC Helpline Contact Form Update
We are updating the BPHC Helpline Contact Form in order to improve our customer service to you. By accurately associating your request with your organization, we’ll be able to more quickly respond to your inquiries. We expect to release the update the week of June 4. Stay tuned to the Digest to see a snapshot of the updated form, along with more details of what’s changing.


A Look Inside Auto-Health Professional Shortage Area Scoring
Health Professional Shortage Areas (HPSAs) are designations that indicate health care provider shortages in primary care, dental health or mental health. With the upcoming national Auto-HPSA score update approaching in 2019, HRSA presents a webinar—an opportunity for health center staff to learn more about the HPSA designation modernization project.

    U.S. Preventive Services Task Force (USPSTF) Update
    USPSTF has posted a final research plan on screening for bacterial vaginosis in pregnant adolescents and women to prevent preterm delivery. The draft research plan for this topic was posted for public comment earlier this year.

    National Clinician Consultation Center (NCCC) Hepatitis C Warmline and Online Consultation Service
    The NCCC Hepatitis C Consultation Service is supported by the AIDS Education and Training Center (AETC) Program and provides clinician-to-clinician advice on hepatitis C, from testing to treatment. For consultation, call 844-HEP-INFO (844-437-4636) or submit your case online.


    Post-Sexual Exposure (nPEP) HIV Prevention Toolkit
    The AETC Program Rural Health Committee has developed a new toolkit that provides guidance for initiating post-exposure prophylaxis (PEP) after known or possible HIV sexual exposure for emergency departments and clinics, especially in rural areas. The toolkit includes pocket guides, posters, and more. View printable materials and find out how to order pocket guides.


    Health Care Strategies for the Justice-Involved Population
    HRSA is hosting a town hall webinar to highlight work done at the local and state levels to meet the needs of this vulnerable group and examine the medical, operational, and policy implications for health centers working with this population.

    STAR² Center Spring Burnout Webinar Series
    The Association of Clinicians for the Underserved (ACU) is a HRSA-funded National Cooperative Agreement (NCA). Join their STAR² Center for a series of five weekly webinars to define burnout and identify it in your organization, Administrative Strategies to Reducing Burnout. This series will highlight some common challenges in primary care settings that lead to burnout and identify areas for intervention and innovation at a personal and organizational level to reduce burnout and promote retention.     HRSA Diabetes Quality Improvement Talk Webinar Recording Available
    HRSA hosted the Diabetes Quality Improvement Talk: Implementing the Standards of Medical Care in Diabetes on March 27. The talk included an overview of the American Diabetes Association’s 2018 Standards of Medical Care in Diabetes and the University of New Mexico’s Endocrinology ECHO Program, a clinician peer-to-peer virtual learning environment. The webinar also featured a health center that has utilized the Endocrinology ECHO to build a successful diabetes program. If you missed it, the webinar recording is now available.


    Free Continuing Education on Recommended Immunization Schedule from the CDC and Medscape
    The CDC and Medscape are offering a free online continuing education credit activity that describes the recommended immunization schedule for adults aged 19 years or older in the United States, based on updated guidance from the Advisory Committee on Immunization Practices. The training activity is available from Medscape (free registration is required). The report is available from the CDC in HTML or PDF.


    Mental Health Awareness Month

    This Mental Health Awareness Month, consider these technical assistance opportunities from the SAMHSA-HRSA Center for Integrated Health Solutions (CIHS) to learn about hot topics in the mental health field.

    • Addressing Substance Use in AIMS Awardee Settings, Part 1: Addressing Opioids in Integrated Care
      CIHS is hosting a webinar featuring subject matter experts in substance use disorder from Case Western University and Coal Country Community Health Center. This webinar will cover a variety of relevant topics, including: the development of opioid use disorder screening and assessment protocols, motivational interviewing techniques, implementing medication assisted treatment (MAT) services, and workforce training and retention.
