Statutory Changes Update
HRSA continues to assess the impact of changes made by the Bipartisan Budget Act of 2018 (BBA) to section 330 of the Public Health Service (PHS) Act on the Health Center Program. We recognize there are questions related to program oversight and the impact of compliance status on project period length and awards. We are working to address these on a rolling basis through Frequently Asked Questions (FAQs) and answers that we will post online. We will notify health centers and other stakeholders through the Primary Health Care Digest when these FAQs are available. In the meantime, we were asked:

Q: Will HRSA be changing Project Period length options in FY19 to include five-year project periods in addition to one- and three-year project periods.

A: At this time, HRSA does not anticipate awarding five-year project periods via the FY19 SAC.

U.S. Preventive Services Task Force (USPSTF) Updates
USPSTF seeks comments on a draft recommendation statement and draft evidence review on screening for intimate partner violence, elder abuse, and abuse of vulnerable adults. Clinicians should screen all women of reproductive age for intimate partner violence and provide or refer those who screen positive to ongoing support services. The Task Force found that there is not enough evidence to determine the benefits or harms of screening for elder abuse or abuse of vulnerable adults. Both the draft recommendation statement and draft evidence review are available for public comment until Monday, May 21.

USPSTF also recently released a final recommendation statement on vitamin D, calcium, or combined supplementation for the primary prevention of fractures in community-dwelling adults. The Task Force found insufficient evidence to recommend for or against vitamin D and calcium supplementation to prevent fractures in most adults at higher doses and recommends against them at lower doses. Read the recommendation and the evidence on which it is based.
