Year (CY) 2019 Requirements for Federal Tort Claims Act (FTCA) Medical
Malpractice Coverage
HRSA issued PAL
2018-01 to describe the process for Health Center Program grantees
to submit applications for FTCA initial deeming and redeeming for CY 2018 and
2019. In addition, PAL 2018-02 describes the deeming process and
requirements for health center volunteer health professionals for CY 2019. Redeeming
applications are due by 11:59 p.m. ET on Monday, June 4.

SAC-AA EHBs Deadline Reminder
Applications for the Service Area Competition-Additional Areas (SAC-AA)
funding opportunity (HRSA-18-109) for the Anchorage, Alaska; Sarasota, Florida;
and Perth Amboy, New Jersey, service areas are due in HRSA’s EHBs by 5:00 p.m.
ET on Friday, May 11. Technical assistance materials are available on the SAC-AA
Technical Assistance website.
NACMH Requesting Nominations
HRSA
requests nominations to the National Advisory Council on Migrant Health (NACMH). NACMH
consults with and makes recommendations to the HHS Secretary and the HRSA
Administrator concerning the organization, operation, selection, and funding of
migrant health centers under section 330 of the PHS Act. Read additional information on the request
for nominations in the Federal Register Notice.

Diabetes Quality Improvement Talks: Using Enabling Services to Prevent Lower
Extremity Amputations
The next Diabetes Quality Improvement Talk
focuses on enabling services as a strategy to prevent or reduce lower extremity
amputation, giving a nod to Limb Loss Awareness Month and National Minority
Health Month. Objectives:
- Provide an overview of the clinical
and social risk factors that increase the risk of lower extremity amputation.
- Discuss the racial and ethnic
disparities that exist in lower extremity amputation.
- Discuss the social factors that
increase the risk and interventions that can reduce patient risk.
- Identify practices that can reduce or
eliminate the social factors that increase lower extremity amputation risk.
- Identify resources that health
centers can access to support prevention efforts.

2018 Uniform Data System (UDS) Reporting Changes
Technical Assistance Webinar
This technical
assistance webinar will provide an overview of the changes for the CY 2018 UDS
data collection and reporting activities. HRSA will summarize the approved
changes for 2018 UDS (for
reports submitted by February 15, 2019), then share possible changes for 2019
UDS and revised clinical measures resulting from continued alignment with
electronic specified clinical quality measures.

April is Alcohol Awareness Month
The National Council on Alcoholism and Drug
Dependence established Alcohol Awareness Month to reduce the stigma associated
with alcoholism.
In 2016,
over 292,000 health center patients were diagnosed with alcohol related
disorders—a 15.9% increase since 2014. Underage drinking is a serious issue and
is essential to address. Among health center patients, 24.6% of 13 to 17-year-olds
have used alcohol, according to the 2014 Health Center Patient Data. While the
percentage of underage health center patients using alcohol is less than the
national average of 29.8%, continuing to screen and provide interventions to
health center patients under 21 is necessary to reduce the consequences of
underage drinking.
- According to the CDC, youth who begin drinking before
the age of 15 face a greater likelihood of developing alcohol dependence or
substance use disorders later in life compared to those who begin drinking at a
later age.
- Youth are also more likely to engage
in abuse of other drugs, alcohol-related car crashes, and other unintentional
injuries if they engage in underage drinking.
