Sigounas and Macrae at NACHC

HHS Secretary and HRSA Leaders Speak at Health Center Conference
Community health centers play an important role in transforming the health system into one that pays for outcomes rather than procedures, according to HHS Secretary Alex M. Azar II.

“We want to lay down bold new rules of the road, build a system that provides better value to patients, and make real progress on this journey over the next several years,” he said.

Azar and HRSA Administrator Dr. George Sigounas were among the featured speakers at the National Association of Community Health Centers (NACHC) Policy & Issues (P&I) Forum in Washington, D.C. on March 16. About 2,500 people attended the conference at the Marriott Wardman Park Hotel. Participants included health center leaders, board members, and partners from across the United States and its territories.

HRSA Administrator Dr. Sigounas (pictured, top) lauded the work of community health centers, saying: “The commitment and the work of these individuals is unbelievable.”

Sigounas enumerated HRSA’s priorities of addressing the opioid epidemic, improving mental health, and controlling chronic diseases. He also praised health centers for their pioneering work in telehealth, noting that more than half of them are either using it already or actively exploring the possibility.

HRSA Associate Administrator for the Bureau of Primary Health Care James Macrae (pictured, bottom) described the impact of recent legislative changes stemming from the Bipartisan Budget Act of 2018, including tightened program compliance timelines. Macrae noted new tools such as the HRSA Health Center Program Compliance Manual, the Conditions Library, and the Site Visit Protocol that were developed to help health centers achieve and maintain continuous compliance.

Macrae also took a moment to thank health center staff in areas affected by last year’s hurricanes. “They are true heroes,” he said. He also answered questions from a panel of health center leaders as well as audience members.

Suma Nair, Director of BPHC’s Office of Quality Improvement, and Jennifer Joseph, Director of the Bureau’s Office of Policy and Program Development, provided BPHC quality and policy updates. Chief Medical Officer Judith Steinberg held a listening session for clinicians.

The HRSA exhibition booth at the conference attracted almost 500 visitors who stopped by to chat, pick up materials about various HRSA programs, ask questions, and participate in guided tours of the HRSA Electronic Handbooks (EHBs).
