New! Time and Leave Guidance for the Columbus Day Holiday
Columbus Day, Monday October 9th, is a federal holiday for pay and leave purposes for all federal employees.
Full-time and part-time employees scheduled to work on Monday are excused from duty and entitled to holiday pay.
Employees on a standard or flexible schedule are provided with 8 hours of holiday pay and employees on a compressed schedule are provided holiday pay for the number of hours they would have been scheduled to work (i.e., 8, 9, 10 or 12 hours).
Full-time employees not scheduled to work on Monday, the calendar holiday, are eligible for a substitute “in-lieu-of holiday.” For this holiday, the in-lieu-of holiday is the scheduled workday immediately preceding the Columbus Day calendar holiday. For most full-time employees in this situation, the in-lieu-of holiday will therefore be observed on Friday, October 6, 2023.

If you recently received an email from HSPD12Admin@usaccess.gsa.gov about your new upgraded Personal Identity Verification (PIV) card, take action today in order to avoid interrupted IT or physical access.
Anyone that needs to take action should have — or will — receive an email with specific directions on what to do. Please take action right away.
Background
GSA has switched over to a new type of PIV card for both employees and contractors. The purpose of this new PIV card is to meet the revised guidelines of the Office of Management and Budget (OMB), National Institute of Standards and Technology (NIST), and the Office of the Chief Information Officer.

Shout out to the BR Operations Budget Analyst Community!
This fiscal year end stood out as the most improved operation for timeliness and accuracy for recurring service contract documents in the past ten years. The CPG team recognizes this is strongly related to the outstanding efforts by all BR Operations budget analysts nationally. Special recognition is being given to Tonya Polk, David Walko, Wayne Edwards, Ana Jones, Christina Hale, Jay Wong, and Djuana Pittman for their extra, above-and-beyond customer service during the final weeks of fiscal year 2023. Thank you to all for making our most challenging period such a huge success!

Shout out to the BIC team!
Shout out to my BIC teammates for another successful year under the leadership of Vivi Tran-Chu. Dan Icitovic, Grace Jeon, Hilary Busbee, Sophie Rybacki, Veronica Butler and Will Spelker assisted our GSA customers with nearly 1,700 requests in the areas of business intelligence, financial coding, research, and website maintenance. Their efforts helped to reduce the hours customers spent by 6,000 hours or approximately $500,000 in savings.
The BIC team also lead over 20 strategic efforts that helped move GSA financial data, systems, and reporting to new levels. Some of the key projects included:
- Working with partner agencies to clean up vendor accounts.
- Ingesting and cataloging multiple financial datasets into the FAS Cloud Services environment as part of OCFO data modernization efforts.
- Establishing a Data Stewards Working Group, data catalog user manual, and data quality/data sharing roadmaps.
- Successful implementation of Fleet.gov system interfaces, Contract Acquisition Life-Cycle Management (CALM) system interfaces, and Budget and Planning Application (BAPA) reporting.
- Publication of the OCFO Financial Taxonomy on InSite.
- Successful implementation of G-Invoicing Phase one system and reporting requirements.
Thanks to all of you for your efforts in support of BIC customers and I cannot wait to see what you achieve in FY 2024!
