Hi GSA Team,
Please join me in welcoming two new Regional Administrators who started yesterday. As I mentioned in January, the new Regional Administrators will focus on advancing our mission by further building relationships with key stakeholders in our regions and amplifying the great work we do across the country. I know that the roles played by Regional Administrators have looked a little different in each Administration and one noticeable change we’ve made is to have most RAs support more than one of GSA’s existing regions.
Fran Thomas will serve as Regional Administrator for regions 1 and 2. Fran comes to GSA with an extensive background in property management. Prior to joining GSA, Fran served as senior director at the New Jersey Housing and Mortgage Finance Agency where he oversaw the Performance Based Contract Administration Initiative consisting of over 300 contracts and over 40,000 units. Fran also previously held roles there as the Chief of Property Disposition and the Assistant Director of Property Management. During his tenure, Fran received the Walter Kreher Distinguished Service Award and the National Affordable Housing Management Association Industry Partner Award, among others.
Denise Maes will serve as Regional Administrator for regions 5, 6, and 8. Denise brings over 20 years of experience in advocacy and public service. Denise previously served as the Public Policy Director at the ACLU of Colorado, where she was responsible for all legislative initiatives at the state and local levels. She also previously served as the Director of Administration for then-Vice President Joseph Biden and served as the General Counsel of the Office of Administration for the Executive Office of the President. In her personal capacity, Denise is on the Board of the Colorado Hispanic Chamber of Commerce. She received her bachelor’s degree at the University of New Mexico and a Juris Doctorate from University of New Mexico School of Law.
