Janice Butler served as a BA54 program analyst on the portfolio asset management team. Her official retirement date is December 31, 2022. This puts her over 41 years of federal service.
She was hired as a repairs and alterations program analyst. She stated the best thing she learned at GSA is that persistence and good work ethics will pay off.
Her most memorable accomplishment at GSA was while she was a member of the central office building assessment tool development team.
“I'm so excited to have worked with some amazingly talented developers at central office,” said Butler. “Also to have been able to influence central office personnel to adopt and restructure some of the Inventory Reporting Information System databases that are utilized nationally. I've been advocating for these changes for many years and finally it's paid off.”
This year central office recognized her with an award for her knowledge, longevity and expertise of the BA54 program as well as her role on several teams (PAR, BAT and IRIS) that will help GSA continue to meet repair and alteration standards and goals. She is featured as one of the main video characters in BAT training modules.
Butler has seen many changes during her federal service career. The most noticeable one is technology, noting that paper is no longer needed. What she will miss the most is the relationships that she has with some amazing people and the thing she looks forward to the most in retirement is enjoying life and fulfilling her life’s purpose.

On Nov. 2, St. Louis East and West field offices hosted a regional Lunch and Learn at the Charles F. Prevedel Federal Building in Overland, Missouri.
The meeting kicked off with a fall-themed potluck featuring two fried turkeys and a baked ham along with side dishes and desserts, all voluntarily contributed by attendees. After the potluck, Jack Fielder and Suzanne Hall presented an informative lecture on the operational excellence, total cost of ownership, and sustainability programs.
“Our time together boosted morale and enhanced team building between various field offices and regional staff,” said Jackie Bates, St. Louis West Field Office contractor. “It enhanced communication through face-to-face conversation and provided light on essential information. All in all, it was a huge success.”
October 25-26, the R6 PBS Service Center Division hosted a hybrid in-person and virtual two-day lease administration managers workshop at the Kansas City regional office building to ensure the LAM community understood recent program updates, policies and regulations that impact their roles and responsibilities.
In fiscal year 2023, R6 lease administration managers will be responsible for 370 locations containing over 13 million square feet of rentable space with annual rent payments totaling over $290 million.
Besides reviewing updates to program/project management, lease contract administration, and the lease management desk guides, the workshop also covered:
- Vehicle charging stations.
- Risk management: safety, health and fire protection.
- Lease management tool, real estate across the United States, and GSA real estate exchange demonstrations.
- Lease inspections and tracking.
- Above standard services (overtime utilities, janitorial, snow removal, etc.).
“Our lease administration specialists play a crucial role combining all the business lines of efforts into direct customer engagement,” said R6 Lease Administration Program Manager Benjamin Moore. “They are the face of GSA to both our tenant agencies and lessor teams as well as master multi-taskers and multi-doers. They are multi-faceted individuals that understand all the intricacies of lease compliance and project management.”
“We are very fortunate to have such an amazing LAM team in Region 6,” Moore said. “They understand the importance of partnerships and teamwork. The Region 6 lease administration program is motivated to continue working across business lines to support our customers."
Lisa Cason, Kansas City North field office director and her team recently received a certificate of recognition from the US Army Corps of Engineers Kansas City District. Lisa and the team coordinated and communicated vital information with the Corps of Engineers which led to a healthy and safe work environment as the workforce transitioned back into the office for in-person work at the Richard Bolling federal building.
