Pay and Leave Guidance for New Year’s Day 2023
New Year’s Day, under 5 U.S.C. 6103, is a calendar Sunday, January 1, 2023 (Day 1 of Pay Period 02 - 2023). New Year’s Day will be observed (and GSA offices closed) on Monday, January 2, 2023 due to Executive Order 11582 (1971).
-
Full-time employees scheduled to work on Monday, January 2 will be excused from duty and paid for the New Year’s Day holiday. Employees should annotate time reporting code “002 - Holiday Observed.” The “Additional TRC” field should be left blank (see screenshot below).
-
Full-time employees not scheduled to work on Monday, January 2 will be excused from duty (and paid for the New Year’s Day holiday) on the next (i.e., subsequent) workday. For most employees, that would be Tuesday, January 3. Employees should annotate time reporting code “002 - Holiday Observed.”
Employees and supervisors should direct timekeeping questions to their organizational time administrator. Further questions can be directed to your HR point of contact or to the timekeeper help desk (timekeeping.help-desk@gsa.gov).

Shout out to Keith O'Hara (BGF) and Louis Chamberlain (BBF)!
I want to thank Louis and Keith for all their hard work and coordination for creating an uniform process for the FAS semi-annual review. The consolidation look and feel will help better facilitate the review. This will allow all FAS reviewers across all programs to have a singular experience. Thank you again for the effort to get these streamlined reviews out!
