Your FY22 performance appraisal and FY23 performance plan are due in HR Links by next Monday, November 14.
You must also indicate whether you prefer to receive a time off award (instead of a cash award) in HR Links by Monday, November 14. If you selected time off last year but would prefer to receive cash this year, you will need to update your selection by Monday as well. Use the HR Links Time Off Award Preference job aid, below, to navigate making the change in HR Links.
Note: Award time off is capped at 80 hours for an employee per fiscal year. Employees who select time off for their performance awards that would result in exceeding the cap for the fiscal year will have their awards defaulted to cash. Time off awards must be used within 1 year of being awarded.

New! Guidance on the Veterans Day Holiday
This year, Veterans Day falls on Friday, November 11, 2022.
Full-time and part-time employees scheduled to work on Friday, November 11, 2022, are excused from duty and entitled to holiday pay.
- Employees on a standard or a flexible schedule are provided with 8 hours of holiday pay.
- Employees on a compressed schedule are provided with holiday pay for the number of hours they would have been scheduled to work on that day (i.e., 8, 9, 10 or 12 hours).
- Employees on a variable day, variable week, or maxiflex tour may normally work 9 or 10 hours on Fridays. Because such employees are only allowed 8 hours of holiday absence (under 5 U.S.C. 6124), they may be “short” base hours (i.e., the pay period shows 78 or 79 base hours, rather than the required minimum of 80). Employees in this situation may choose to work one or two hours longer on a different day within the pay period, or they may choose to use one or two hours of earned credit hours, compensatory time or annual leave, to complete the weekly or biweekly basic work requirement.
Some full-time employees are not be scheduled to work on Friday, the calendar holiday. Employees in this situation are eligible for an in-lieu-of holiday. The in-lieu-of holiday will be the last workday immediately preceding November 11. For most employees, the in-lieu-of holiday will be observed on Thursday, November 10, 2022.

Federal Employee Health Benefits Program Open Season begins Monday, November 14. Long Term Care Partners will host their annual Virtual Benefits Fair from November 14 through December 12, where you can log in anytime to get information about health and dental programs, health benefit plans, flexible spending accounts, and long-term care insurance.
Register now to attend the fair at any time during open season. Upon registering, you will receive a confirmation email with a link to access the fair.
During the event, you will be able to access plan information, brochures, and helpful coverage links and, in some cases, chat with program representatives at carrier booths, watch instructional videos, and register for educational webinars.
Visit the fair from 10:00 a.m. to 5:00 p.m. during any of the following days to participate in a live Q&A: November 15, November 22, December 1, and December 8

New! Attend an Upcoming FSAFEDS Webinar to Plan for Open Season
The IRS has announced Flexible Spending Account (FSA) contribution limits for the 2023 benefit period and they have increased. Participants may contribute up to $3,050, and may also carry over up to $610 in unused funds.
Don’t forget that you must re-enroll in FSAFEDS during the upcoming open season in order to carry over unused funds or participate for the 2023 plan year. If you are unsure about how FSAFEDS may benefit you, register for an upcoming FSAFEDS webinar, which will be held on Wednesday, November 16 at 1 p.m. Eastern. Health Equity, the plan administrator, will answer all of your questions during a live Q&A.
