Attention customer agencies and industry partners, we have exciting news for you! eBuy recently issued updates to further support you. Joint Ventures (JV’s) will now be able to see socio-economic set-aside opportunities in eBuy. In order for a JV to qualify for a socio-economic status, one of the partners must qualify. The four JV socio-economic indicators that will be eligible are the following:
- Service Disabled Veteran Owned Joint Venture Eligible
- HUBZone Joint Venture Eligible
- Women Owned Joint Venture Eligible
- 8(a) Joint Venture Eligible

Q: I am one of the four eligible JVs, what should I do?
A: The first step you should take is to check if the JV information is showing in eLibrary on your ‘Contractor Information’ page. If yes, then:
- No action needed
- You are able to see & respond to socio-economic set aside opportunities
Q: I am a Service Disabled Veteran Owned Joint Venture Eligible or a HUBZone Joint Venture Eligible or a Women Owned Joint Venture Eligible, and the JV socio-economic information is not showing in eLibrary on my ‘Contractor Information’ page, what do I need to do?
A: The first step you should take is to check your SAM registration. If the JV socio-economic indicators are not showing in SAM:
- You need to update your SAM registration in two different places:
- Update FAR Provision 52.219-1 Small Business Programs Representations
- Update FAR Provision 52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services.
- Please proceed to the steps below
Q: I am a Service Disabled Veteran Owned Joint Venture Eligible or a HUBZone Joint Venture Eligible or a Women Owned Joint Venture Eligible, and the JV socio-economic information is showing in SAM or I completed the above steps, what do I need to do?
A: You need to complete a ‘re-representation of small business type’ MOD in eMod
- Please reference the MAS MOD Guidance if you need further assistance with this MOD
- Once Contracting Officer (CO)/Contract Specialist (CS) approves the MOD:
- The indicator will show up in eBuy & eLibrary
- You will now able to see & respond to socio-economic set aside opportunities
Q: I am an 8(a) JV, and the JV socio-economic information is not showing in eLibrary on my ‘Contractor Information’ page, what do I need to do?
A: You need to do a ‘re-representation of business type’ MOD in eMod and select ‘8(a) Joint Venture Eligible’ from the list under “Select Business Types to Add to Contract”
- When selecting this JV, a new screen appears that will ask you to enter the UEI for the partner that has the 8(a) socio-economic indicator
- The system checks the SAM registration to confirm the partner is listed as an SBA Certified 8(a) in SAM
- This system also checks that the SAM registration is active
- Note: If the exit date in SAM has passed, you cannot add 8(a) Joint Venture Eligible to the contract
- Once CO/CS approves the mod:
- The indicator shows up in eBuy & eLibrary
- You will now able to see & respond to socio-economic set aside opportunities
