Head’s up! Changes Coming to OASIS Login 

In November 2024, OASIS will transition from using max.gov for system authorization to login.gov. This change will provide greater flexibility and stability for our system.

All OASIS users will be required to go through a one-time, 10 minute registration process.The transition period will begin in September and future OASIS Bulletins will provide detailed registration instructions. 

 

Alternate Signature Ending September 16

Beginning September 16, the beginning of the billing period for fiscal year 2025, physically/digitally signed versions of old format OAs will no longer be accepted in order to begin OA billing. Instead, all OAs must be electronically approved in the OASIS system even if an old format OA was signed in the early stages of the project.  

GSA temporarily accepted physically/digitally signed versions of old format OAs during the transition period in order to begin OA billing in OASIS without requiring a duplicate approval. This allowed GSA to continue the space acquisition process and finalize billing for projects that were in progress during the transition. With the OASIS transition fully complete, all OAs will now require electronic approval in the OASIS system to start billing. Once this approval is obtained, an updated approval will only be needed if the terms and conditions increase outside of the PBS Pricing Policy. 

In these cases the old format signed OAs were notated with “Alternate Signature Waiver” on the OA record in OASIS, and the signed OA was included in the OA record “Notes & Document” tab. Alternate Signature waivers were intended as a temporary stopgap to support the transition. 

Following the OASIS system reconfiguration in June, physically/digitally signed OAs are no longer necessary, and the Alternate Signature process will expire, as planned, at the end of this Fiscal Year

 

Avoid Rejecting an OA With The Clarification Option

Approving an OA is a critical step in the space acquisition process. As a customer, you can take three actions when you receive an OA to review:

  • Approve the OA
  • Reject the OA
  • Request Clarification

The Request Clarification section on the OA Approval Form is a very helpful, but often overlooked, tool to quickly resolve issues. Use this feature to ask GSA a question about the OA or if you believe there is an error in the document. The OA approval remains open and in your agency’s queue allowing you to continue your agency review and add additional questions to the clarification while awaiting an answer. 

GSA will provide the answer to your question directly in the OA approval request and you can submit multiple requests for clarification if there are additional questions.  This can speed up the overall approval process and keep your project on track!

Historical OA Approvals (August 2023-May 2024)

Many OAs have approvals dating back to before the Reconfiguration launch in June 2024 when we changed the approval process and the look of those reviews. The previous historical approval is now captured at the bottom of the Notification Tab of an OA. The section is labeled, “Archived Review” (Prior to June 2024) and will show all contacts on the OA, along with who approved the OA and when.
