The Lease Offer Platform is Transitioning to the Leasing Portal

As part of our ongoing efforts to improve your online experience, the Lease Offer Platform (LOP) will transition to the Leasing Portal later this month. The Leasing Portal will provide an updated interface that consolidates AAAP, RSAP, and the Tax Portal onto a single, user-friendly landing page.

LP

The Leasing Portal is anticipated to launch in mid-June. We will announce the new URL in an upcoming email. In the interim, you should continue to use lop.gsa.gov — which will automatically redirect you to the new URL once it goes live.

Please note, AAAP and RSAP will be unavailable June 8 and 9, 2023 in preparation for the transition, but your offers will not be impacted during this time. If you have any concerns or questions regarding submission deadlines, please contact the designated project points of contact.

In addition to this exciting transition, we’re implementing other changes to our platforms to improve your experience. Continue reading below for more information.

RSAP Enhancement: Add/View Documents

You can now submit supplemental documentation without going through the entire workflow by utilizing the Add/View Documentation feature. To do so, navigate to the RSAP homepage, select the appropriate building, and click the Add/View Documentation button.

Here’s what you need to know:

  • The Add/View Documentation feature should only be used if you do not need to revise your GSA Form 1364 or GSA Form 1217 as part of your revised offer submission. It cannot be used to circumvent the workflow if these forms need to be corrected.
  • Your offer must be in a Submitted status to access this feature.

AAAP Enhancement: Simplified RLP Selection

To make it easier to navigate the AAAP workflow, all Requests for Lease Proposals (RLPs) are now visible when drafting your offer. You no longer need to specify your states of interest during registration or update your profile to gain access to additional RLPs.

Here’s what you need to know:

  • When adding a new property to AAAP, simply select the regional RLP that corresponds to your building address, unless you are submitting for the 10 year, 5 year firm lease term. To determine your region, refer to the map on the AAAP home page, and review the Area of Consideration paragraph in the RLPs. Use RLP 23-REG00 for the 10 year, 5 year firm lease term.
  • If you are responding to a specific space need, refer to the project specific advertisement posted on SAM.gov. It will identify the RLP that you should use to submit your offer.

We are continually making improvements to simplify the AAAP workflow and to create a better user experience. If you need assistance or additional information regarding these changes, email LOP.Help@gsa.gov.
