GSA Releases OASIS+ Second Draft Request for Proposals and Industry Q&A

 

GSA’s Office of Professional Services and Human Capital (PSHC) released the second draft Requests for Proposals (RFPs) for the OASIS+ Program last week, bringing the agency a step closer to issuing the final RFPs for the next generation Best-in-Class Multi-Agency Contracts for complex non-IT services. Details about the draft and important upcoming events are shared below.

Second Draft RFPs
PSHC has made several adjustments to the OASIS+ acquisition strategy based on stakeholder feedback received in response to the first draft RFPs released in November 2022. The second draft RFPs incorporate these adjustments. Please note that the second draft RFPs are for informational purposes only.

The updated draft RFPs posted on SAM.gov contain all sections of the solicitation and qualification matrices for the Total Small Business and Unrestricted vehicles. The qualification matrices for all proposed socioeconomic vehicles that will be included when the final RFPs are released will mirror the Total Small Business qualification matrices.

The agency intends to release the final RFP in Q2 FY23.

Industry Q&A
In addition to the second draft RFP, PSHC posted a portion of the questions and answers in response to the first draft RFP. The remaining Q&As will be posted before Industry Day. The responses are provided in this spreadsheet. The questions and answers are sorted by common themes to make it easier for stakeholders to navigate. Responses shared here are considered market research and are subject to change.

Industry Day

PSHC is planning to host a pre-solicitation virtual Industry Day event that will focus on sharing information about sections of the draft RFPs and highlighting important topics before the final RFPs are released in Q2 FY23. Please note that we will not be taking live questions during this event.

Upcoming Training Opportunities 


OASIS

Symphony Training

PSHC will be using the Symphony Procurement Suite for OASIS+ proposal submission and evaluations. Vendors who are interested in submitting proposals to the OASIS+ suite of contracts are highly encouraged to become familiar with the Symphony platform prior to the release of the final RFPs. We will host a Symphony proposal submission training webinar for prospective vendors in the coming weeks. Please check back on this forum for registration details that will be posted in the near future.
