CSFP and TEFAP Income Guidelines for 2025

On March 7, 2025, FNS released the Commodity Supplemental Food Program (CSFP) Income Guidelines for 2025 memorandum, which transmits the 2025 Income Guidelines for state agencies and Indian Tribal Organizations (ITOs) in determining the eligibility of individuals applying to participate in CSFP. Per 7 CFR §247.9(b), State agencies must use a household income limit at or below 150 percent of the U.S. Federal Poverty Income Guidelines published annually by the Department of Health and Human Services (HHS).

On March 7, 2025, FNS released The Emergency Food Assistance Program (TEFAP) Income Eligibility Guidelines for 2025 memorandum, which transmits the 2025 Income Eligibility Guidelines for state agencies in determining the eligibility of households to receive USDA Foods for home consumption in TEFAP. Per 7 CFR §251.5(b)(2), State agencies must establish TEFAP maximum income eligibility thresholds at or between 185 percent and 300 percent of the U.S. Federal Poverty Guidelines. States may also propose alternative eligibility standards above this threshold, which are subject to FNS approval.

The 50th annual American Commodity Distribution Association (ADCA) meeting will take place April 13-16 in New Orleans, LA. The theme of this year’s conference, Nourishing the Future Together, highlights collaboration and innovation in USDA Foods programs. Conference attendees will hear from industry experts, connect with peers, and share best practices. Conference sessions will cover a range of topics that relate to USDA Foods programs.

Recent WBSCM Updates

The December, January, and February Web-Based Supply Chain Management (WBSCM) releases included the following updates:

  • A system enhancement to provide email notifications to State Distributing Agency (SDA) users when a change is made or additional information is required on a complaint entered by the SDA. An additional enhancement to enable users to opt out of the complaints email notifications is anticipated in the coming months.
  • Improvements to the Consolidate Requisitions feature to allow SDA users to apply ship-to location or delivery date changes to multiple selected lines.

WBSCM User Feedback Sessions

FNS hosts monthly WBSCM user feedback sessions for State and local/recipient agency users. These sessions are intended to identify challenges and opportunities for potential enhancements and future trainings in WBSCM. The meetings are held on the second Wednesday of each month; the next meeting is scheduled for Wednesday, April 9, 2025, at 2 PM ET.
