Greetings from the NCO Team.
This week, the NCO hosted the NITRD Groups Co-chairs meeting. The meeting allowed for each Interagency Working Group (IWG) to share updates on their group's activities and for the groups to collaborate on future projects. For those who joined us in person and virtually, thank you for your participation.
On November 4, I joined Mike DiFrancisco with NTIA OSM and John Chapin with NSF to brief a bipartisan group of staffers from the House Committee on Science Space and Technology and the House Committee on Energy and Commerce on the recently published National Spectrum R&D Plan.
Ann Schwartz, Program Manager for the NSCR at the NITRD NCO and Assistant Director for Research Infrastructure at OSTP, represented the United States in Sardinia, Italy at the G7 Conference on Large Research Infrastructure on October 28-30, 2024. This meeting was a deliverable for the G7 Science and Technology Ministerial Track under Italy’s Presidency of the G7. She provided opening remarks and participated in a roundtable discussion, where both the National Strategic Computing Reserve (NSCR) and the National Artificial Intelligence Research Resource (NAIRR) were discussed as examples of computing infrastructure for scientific research impact.

National Spectrum R&D Plan
The White House Office of Science and Technology Policy, through NITRD and the Wireless Spectrum Research and Development Interagency Working Group (WSRD IWG), released the National Spectrum Research and Development Plan. This plan aims to continue U.S. leadership in spectrum research and development (R&D) by guiding government support for spectrum-related research and identifying key innovation areas for spectrum research.

Biden-Harris Administration Opens $100 million Competition to Accelerate R&D and AI Technologies for Sustainable Semiconductor Materials
The Biden-Harris Administration announced a Notice of Funding Opportunity (NOFO) for activities that will use cutting-edge artificial intelligence (AI) and autonomous experimentation (AE) technologies to support the long-term viability of next-generation semiconductor manufacturing.

RFI: Executive Branch Agency Handling of Commercially Available Information Containing Personally Identifiable Information
As part of its implementation of Executive Order 14110, Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, the Office of Management and Budget (OMB) has released in the Federal Register a request for information (RFI) on issues related to Federal agency handling of commercially available information (CAI) containing personally identifiable information (PII).
The Administrator of OMB’s Office of Information and Regulatory Affairs, Richard Revesz, announced this RFI in a blog post on the White House website, noting that OMB welcomes review and comment through the Federal Register and the Regulations.gov website. The RFI will be available for public comment for 60 days.
The public’s input and insights on agency use of CAI containing PII will help OMB to evaluate the risks of these activities and consider the need for additional steps to help agencies maintain the public’s trust through strong privacy safeguards.

The Cybersecurity and Information Assurance (CSIA) Interagency Working Group (IWG)
This IWG coordinates federal R&D to protect information and information systems from cyber threats. This R&D supports the security and safety of U.S. information systems that underpin a vast array of capabilities and technologies in many sectors, including power generation, transportation, finance, healthcare, manufacturing, and national security.
