Greetings from the NCO Team.
Last week, we hosted our quarterly NITRD Groups Co-Chairs Meeting virtually where we heard from each working group on their current activities and any agency feedback. Thank you to our co-chairs for joining us and for your dedication to the NITRD community.
Greg Hager (NSF) has delegated the co-chair role of the NITRD Subcommittee to Joydip (JD) Kundu, Deputy Assistant Director of the NSF Computer and Information Science and Engineering (CISE) Directorate, effective July 22. JD has been involved in the NITRD Subcommittee in multiple roles for many years and we greatly look forward to his new role at NITRD Subcommittee Co-Chair.
Lastly, it is with sadness that we report that Dr. Barry Schneider of NIST passed away at home on Wednesday, July 3, 2024. Barry was an active member of the NITRD High End Computing (HEC) Interagency Working Group (IWG) and served as the co-chair from 2018-2020. Barry had an amazing impact on US science and engineering and on NIST and we will miss him greatly. In order to capture memories of Barry, his colleagues have created a Kudoboard. 2020–2024 Progress Report: Advancing Trustworthy Artificial Intelligence Research and Development
The Biden-Harris Administration have moved with urgency to manage the risks of artificial intelligence (AI) and seize its opportunity. In 2023, President Biden issued a landmark executive order to advance American leadership in safe, secure, and trustworthy AI innovation. This 2020–2024 Progress Report underscores the remarkable growth in federal AI research and development (R&D) investment since the 2016–2019 Progress Report: Advancing Artificial Intelligence R&D.3 Federal agencies are directing substantial investments to tackle critical challenges such as climate change, health care advancement, cybersecurity enhancement, defense support, scientific discovery, and operational efficiency in key sectors like manufacturing and transportation.

Impact of the Proliferation of AI on Prior Art and PHOSITA Listening Session

The United States Patent and Trademark Office (USPTO) plays an important role in incentivizing and protecting innovation, including innovation enabled by artificial intelligence (AI), to ensure continued U.S. leadership in AI and other emerging technologies (ET).
On April 30, 2024, the USPTO published a Federal Register Notice requesting comments regarding the Impact of the Proliferation of Artificial Intelligence (AI) on Prior Art, the Knowledge of a Person Having Ordinary Skill in the Art (PHOSITA), and Determinations of Patentability Made in View of the Foregoing. The purpose of the listening session is to obtain public input from stakeholders on the impact of the proliferation of AI on prior art and PHOSITA, as set forth in the questions presented in the Federal Register Notice of April 30, 2024.

National Artificial Intelligence Advisory Committee (NAIAC) Public Briefing

WPEC 2024: NIST Workshop on Privacy-Enhancing Cryptography 2024

Deadline Approaching: RFI on the National Digital Twins R&D Strategic Plan
On behalf of the Office of Science and Technology Policy (OSTP), the NITRD Program is seeking public input for the creation of a National Digital Twins R&D Strategic Plan. The Plan will act as an organizing national document, providing guidance for government investments in digital twins related research and offering valuable insights to help guide further federal R&D coordination to advance technology and accelerate the use and early adoption of the digital twin models to address the nation’s priorities and fast-track agency missions. The Plan is scheduled to be released in mid to late 2025. Comments are due by 11:59 p.m. ET on July 28, 2024. RFI on the Advancement of 6G Telecommunications Technology
The National Telecommunications and Information Administration (NTIA) is requesting comments on the current state of development of sixth generation (6G) wireless communications technology and to guide Executive Branch policies on necessary steps to facilitate the advancement of this technology. As potential requirements for 6G are being developed by industry, governmental, academic, and civil society stakeholders, NTIA hopes to hear from the public on the following questions to inform our own future engagement in support of 6G development and deployment. Comments are due on or before August 21, 2024.

Large Scale Networking (LSN) Interagency Working Group (IWG)
The Large Scale Networking (LSN) Interagency Working Group (IWG) coordinates Federal R&D in networking technologies and services, including network architectures, wired and wireless network infrastructures, grid and cloud middleware research, and communication protocols, to enable robust transfer of data among ground, sea, air, and space systems.

Introduction to MetrANOVA
MetrANOVA is a community consortium formed in late 2023 by ESnet, GÉANT, Indiana University, Internet2, and Texas Advanced Computing Center (TACC) to develop tools, tactics, and techniques for network measurement. This presentation was presented by Edward Balas, Group Lead, ESnet, at the Joint Engineering Team (JET) monthly meeting on July 16, 2024.

The NITRD Program coordinates the activities of multiple agencies to tackle multidisciplinary, multitechnology, and multisector R&D needs.
