Implementing the Presidential Memorandum Return to In-Person Work dated January 20, 2025

Federal Aviation Administration

Date: February 7, 2025

Subject: Implementing the Presidential Memorandum Return to In-Person Work dated January 20, 2025

On January 20, 2025, the President issued a memorandum titled Return to In-Person Work. On January 22, 2025, the U.S. Office of Personnel Management (OPM) issued return-to-office guidance instructing agencies to take steps to return workers to agency worksites. On January 23, 2025, the Acting Secretary of Transportation issued a memorandum to all U.S. Department of Transportation (DOT) employees notifying them that DOT intends to fully comply with the President’s memorandum.

As Federal Aviation Administration (FAA) employees, we are accountable to the flying public. Their confidence depends upon absolute trust in the integrity of the national air transportation system and our agency’s work. The President’s memorandum and associated OPM and Departmental guidance require agencies to return Executive Branch employees to the office which will support increased efficiency and accountability of our workforce.

Human Resource Policy Manual (HRPM) WLB-12.3 FAA Telework Program policy dated October 6, 2024, is the current policy for all non-bargaining and bargaining unit employees.

Section 5(a) of HRPM 12.3 provides:

The FAA Administrator determines an agency-wide approach for telework for the FAA. The Lines of Business/Staff Offices (LOB)/SO) have the authority to implement management-discretion limitations and processes for telework within their organization in alignment with the FAA Administrator’s agency-wide approach, when applicable, and in accordance with this policy.

The Acting FAA Administrator has determined that FAA will align with the presidential memorandum, OPM, and Departmental guidance as previously described. The Acting FAA Administrator expects that the steps taken to achieve this alignment will strengthen the public’s trust and confidence in the FAA’s mission and support:  meaningful in-person engagement with both internal and external stakeholders, more effective managerial oversight of our operations, increased efficiency and accountability of our workforce, enhanced focus on service delivery, and the development of our workforce.

Accordingly, this memorandum cancels the FAA In-Person Presence Memorandum, dated November 28, 2023. All FAA employees will be required to report to their agency-designated locations on a full-time basis unless an exemption is approved.
