Preparing for Increasing FAA's In-Person Presence

Federal Aviation Administration

November 28, 2023

Dear FAA Colleagues:

We communicated in a previous message a renewed commitment to increase collaboration across the Agency in order to refine plans for our increased in-person presence. As part of that collaboration, we conducted manager focus groups and engaged with our labor partners. While some advocated for increased on-site presence to foster consistent and meaningful collaboration, others stated that leveraging current workplace flexibilities will enhance workforce recruitment. All agreed that building and maintaining a high-performing workforce of dedicated employees and having FAA continue to be a great place to work remain our top priorities.

Guided by our safety mission and to meet the demands of the growing and diversifying aviation and aerospace industry, we anticipate that telework-eligible employees with approved telework agreements will report in-person to their official worksite an average of four (4) days per pay period beginning on January 28, 2024. We are providing managers with guidance to ensure the decisions they make about telework agreements focus on mission, operational, and business needs and follow applicable collective bargaining agreements and policy provisions. We will also continue to work with our labor partners and follow all contractual and statutory obligations.

Increased in-person presence for telework-eligible employees allows the FAA to deliver consistently on our growing and evolving mission and to develop the workforce to meet future demands. We commit to continuously assessing our organizational health and ability to meet our evolving priorities. We will remain agile and adjust our posture as operational requirements dictate.

To assist managers and employees, we continue to update the Future of In-Person Work page with resources to assist the workforce in thriving in this hybrid work environment.

Thank you for your commitment and dedication to the FAA’s safety mission.
