On behalf of the Learning Solutions Branch (AFB-540) and in conjunction with the Air Transportation Division (AFS-200), we are seeking nominees to participate in the prototype of a new course, Intermediate Air Cargo Operations for the ASI.
This is a virtual, instructor-led training course via Zoom that will be held during September 14- September 23, 2022. The target audience is all inspectors (ops, airworthiness and avionics) who have oversight of an operator who carries cargo (general aviation through the transport airlines). This will also be valuable to the office and front line managers of these operators.
To test this course during the prototype, we are seeking inspectors who have significant experience with air cargo operations, whether it be overseeing all-cargo operators or passenger airlines who carry cargo. We are soliciting the following nominees for the prototype:
- Six operations inspectors who have had ten years surveilling airlines who carry cargo
- Two operations inspectors from AFS-200 who write policy for air cargo operations
- Two hazardous materials inspectors who have had five years surveilling airlines who carry cargo
- Prototype Dates: September 19 – September 23, 2022
Topics include cargo culture change, loading systems, bulk cargo, unit load devices, special cargo, hazardous materials, the operator's training program, vendors, and an inspector's responsibilities when surveilling any operator who carries cargo.

Nominees will be selected based on seniority. AFB-540 will confirm receipt of all requests and notify nominees of their selection by email. We will also send a courtesy copy to the nominee's supervisor/front line and office manager. We cannot consider nominations received after the deadline, or with missing or incomplete information. The next AFS-200 quarterly outreach for FY22Q4 will be on Wednesday, August 17, 2022, at 1:00 PM ET. The purpose of the session is to increase awareness about ongoing AFS-200 programs and projects. This will be a recorded Zoom meeting. The recording will be available on the AFS-200 SharePoint site for anyone that misses the live presentation. Several important topics will be presented during this outreach.

Beginning July 25, 2022, the Airmen Registry will transition from emailing correction notices to uploading them to the Office Portal within the Integrated Airmen Certification and Rating Application (IACRA). Over the last several months, division leadership teams, Safety Assurance Office leadership teams and PASS have been briefed on this change.
Under the new process, when a correction notice is created at the Registry, it will be uploaded into the office portal “Correction Notice Queue” in the ASI/AST console. The upload will also send an email to the office’s general inbox. This ensures that someone, even without access to IACRA, receives the information and can notify the appropriate person. When the corrections are completed and the changes are made, the application can be uploaded and sent back to the Registry. This will clear the application from the office queue.
This updated process allows offices to have better visibility over their correction notices, and reduces the amount of personally identifiable information (PII) transmitted by email. Please refer to this PDF for more information.

As the decommissioning of the Flight Standards Information Management System (FSIMS) application continues, it’s important to stress that this does not impact the authority of FAA Order 8900.1.
In 2007, FAA Order 8900.1 established a sole repository of all Flight Standards (FS) policy and guidance concerning aviation safety inspector job tasks. Technically speaking, it is an FS directive, which aviation safety inspectors use as the system of record for all FS policy and guidance. FAA Order 8900.1 is still in effect, and will remain in effect.
The manner in which the repository itself is accessed – initially via the FSIMS application, and currently via the Dynamic Regulatory System (DRS) application – is where the change is being made. It’s unfortunate that the Order and the application are both referred to as 8900.1, but they are two separate entities. The Order sets the requirement for how the information will be gathered and presented; the FSIMS application is just the first version used to comply with the Order.
All information contained in FSIMS is currently accessible on DRS, which is updated nightly and pulls information from more than a dozen repositories. The offices of primary responsibility (OPRs) will continue to revise and update the policies and guidance housed on DRS. FAA Order 8900.1 contains many references to FSIMS; they will be removed when the policy OPR initiates a revision or editorial update to that policy, or when the three-year review cycle occurs, whichever is earlier.
The last major document type group will be decommissioned next week. After the FSIMS decommissioning is complete, the FSIMS and DRS teams will work together to make sure that there are no outstanding issues with the transition. FSIMS will be completely retired by the end of September, 2022.

Correction to the July 14, 2022 Employee Advisory: The FAA27100345 Bilateral Aviation Safety Agreements training course is currently not available in eLMS. An update will be provided when available.
New Course: Fundamentals of Bilateral Aviation Safety Agreements for SAS Peer Group 145 F and H, FAA27100345
This training provides Flight Standards personnel who conduct compliance activities with programmatic and procedural knowledge of bilateral agreements in order to perform these duties from the aviation safety inspector (ASI) perspective. Topics include the purposes and principles of bilateral agreements, regulatory authority, and the use of bilateral agreements in both foreign and domestic applications. Discussions will cover some commonalities of existing bilateral agreements, such as the main agreement, the maintenance implementation procedures, technical implementation procedures, and maintenance agreement guidance.

Please participate in the Data Quality Review Survey.
High quality data is the foundation of Risk-Based Decision Making (RBDM). With this in mind, the System Approach for Safety Oversight Program Office (SASO PO) launched a voluntary Data Quality Review Survey last month to:
- Understand the barriers you face in entering quality data and reviewing data in the Safety Assurance System (SAS)
- Collect feedback and recommendations for mitigating workloads associated with SAS data entry
Our goal is to gain insights on SAS’ impact on your daily activities and develop strategies to support Flight Standards and the Office of Hazardous Material Safety in reducing SAS users’ workloads through automation, FAA policy, and guidance changes.
Your input in this survey directly relates to the FAA’s RBDM Strategic Initiative, which leverages the use of consistent, data-informed approaches to enable FAA personnel to make smarter, system-level, risk-based decisions. Quality data also allows the FAA to measure the effectiveness of its programs.
We want to hear from you and encourage your participation in this survey! A greater number of responses helps to increase the validity and utility of the survey. Please click here to take the survey. It should take approximately 10 to 15 minutes to complete. The survey will be open through Friday, July 22nd.

- Email any trip changes to Ann.Schultz@faa.gov and Alicia.Feist@faa.gov as soon as you become aware of them.
- Ensure electronic country clearance is requested at least two weeks, but not more than 30 days, before the trip is to take place.
- It’s imperative that offices start looking ahead to their planned October trips. Foreign Travel Request (FTR) Packages are still required to be submitted at least seven weeks prior to travel. Please, keep in mind the FTR Package timeline during this vacation season.
- Late submissions of FTR Packages should only be for trips that were unforeseen due to serious safety concerns.
- The FY23 call for travel is currently going on. Ensure your FT POC has time to enter all of your planned FY23 trips into API’s Trip Planner by:
- August 5th for routine trips
