EPA Publishes Final Technical Corrections for the Hazardous Waste Generator Improvements and Hazardous Waste Pharmaceuticals Rules
On December 11, 2024, EPA finalized five of the eight amendments from its December 6, 2023 partial withdrawal of this rule. The partial withdrawal was in response to adverse comments. After evaluating the adverse comments, EPA decided to revise and finalize these amendments to correct and clarify the regulations for generators and handlers of hazardous waste. In this final rule, we respond to the relevant comments and explain what changes we made to the regulations.

Explore the 2023 Hazardous Waste Data
In November, EPA uploaded 2023 data from the Biennial Hazardous Waste Report. You can explore data on hazardous waste generated, managed, shipped, and received in 2023 for each of the 58 U.S. states and territories. Regional and national totals, raw data, and trends are also included.
Background: EPA, in partnership with authorized states, collects information regarding the generation, management, and final disposition of hazardous wastes regulated under the Resource Conservation and Recovery Act. Some hazardous waste generators and facilities that treat, store, or dispose hazardous waste must report their hazardous waste activities every other year. EPA refers to this as the National Biennial RCRA Hazardous Waste Report or Biennial Report. Find out more on our website.

New Registration Requirements for Large and Small Quantity Hazardous Waste Generators Go into Effect January 22
Beginning January 22, 2025, Large and Small Quantity Generators of hazardous waste must register and maintain an account in RCRAInfo to meet the new regulatory changes made by the Electronic Manifest Third Final Rule.

Access the Final Minutes from the September 2024 e-Manifest Advisory Board Meeting
On December 10, 2024, EPA posted the final report for the September 2024 e-Manifest Advisory Board public meeting. This report captures the e-Manifest Advisory Board’s advice to EPA during the meeting.
Background: In September, EPA convened the e-Manifest Advisory Board for a virtual public meeting. The meeting theme was “Meeting the Needs of the User Community: e-Manifest Program Priorities and User Fees for FY 2026 and 2027.” The purpose of this public meeting was for the Board to advise the Agency on its proposed program priorities and user fees for the FY2026/FY2027 cycle.
