EPA Extends the Comment Period for the Open Burning/Open Detonation of Hazardous Waste Explosives Proposal through June 20, 2024
In response to the requests for additional time, EPA extended the comment period through June 20, 2024 for the proposed rule “Revisions to Standards for the Open Burning/Open Detonation of Waste Explosives.”

EPA Publishes Map of Open Burning/Open Detonation Facilities
On May 17, 2024, EPA published a map and table showing U.S. facilities that treat hazardous waste explosives by open burning or open detonation. You can find the EPA identification numbers, names, addresses, permitting statuses, and permit expiration dates for these facilities on this new map.

EPA Finalizes Treatment Variance for Department of Energy’s Test Bed Initiative at the Hanford Site
On May 1, 2024, EPA approved a treatment variance under the Resource Conservation and Recovery Act. This final decision authorizes separation, pretreatment, and off-site solidification and disposal of 2,000 gallons of reclassified low-activity radioactive and hazardous waste (mixed waste) from the U.S. Department of Energy’s Test Bed Initiative project at the Hanford site in the State of Washington. Disposal will occur at designated Nuclear Regulatory Commission-licensed landfills that are also permitted under RCRA Subtitle C.

EPA Posts Electric Arc Furnace Slag Sampling Data
EPA continues to gather and post information about EAF slag and evaluate this material. EPA’s latest posting includes sampling EPA's Superfund Program completed of EAF slag in residential yards in Pueblo, Colorado. EPA collected samples from 21 properties, all located within the Colorado Smelter Superfund Site Preliminary Study Area.

EPA Responds to Petition to Classify Discarded Polyvinyl Chloride as Hazardous Waste
On April 26, 2024, EPA finalized a response to a rulemaking petition from the Center for Biological Diversity requesting that discarded PVC be listed as a hazardous waste under the Resource Conservation and Recovery Act. After careful consideration, we are denying the petition because the petitioners do not provide sufficient evidence that regulation of discarded PVC under RCRA is warranted.

Hosts Webinar on Education and Outreach to Promote the Collection of Small-Format Batteries
Please join us June 20 for a virtual meeting designed to share information from states, Tribes, municipal governments, associations, and industry representatives on effective public outreach and education efforts that promote the proper management of used small format consumer batteries and battery-containing electric products. We will discuss the components of campaigns including messaging, materials, and outlets/mechanisms. The session will highlight a few success stories and participants will have the opportunity to share what they are doing in their own communities. Anyone involved in the collection and recycling of batteries is welcome to participate.
