EPA Announces Over $90 Million for Recycling Grants on America Recycles Day
Today, EPA announced over $90 million from President Biden’s Investing in America agenda to expand recycling infrastructure and education across the nation. This follows an announcement of $100 million for all 56 states and territories and 25 communities as part of the Solid Waste Infrastructure for Recycling Grants for States and Territories and SWIFR for Communities. EPA selected 59 Tribal Nations and Intertribal Consortia to receive more than $60 million in funding under the newly created SWIFR Grants for Tribes and Intertribal Consortia funding opportunity to encourage environmentally sound post-consumer materials management. The Agency also selected 25 organizations to receive grants totaling more than $33 million under the newly created Recycling Education and Outreach grant program to inform the public about recycling programs and the materials accepted by those programs, increase recycling participation, and decrease contamination in the recycling stream.

EPA Published New information and Statistics for Public Comment on the Coal Combustion Residuals Legacy Surface Impoundments Proposal
On November 7, 2023, EPA released a notice of data availability that shares additional information and statistics about the Agency's May 18, 2023 proposed rulemaking on the Disposal of Coal Combustion Residuals from Electric Utilities - Legacy CCR Surface Impoundments. Some of the information contains data and analysis obtained during the proposed rule's comment period, which might aid in the development of the final rule. The notice also contains EPA research from during and after the comment period, which was not previously available for public comment on the proposed rule. EPA Announced Plans to Propose New Universal Waste Regulations
On October 23, 2023, EPA announced a new rulemaking effort to improve the recycling and management of end-of-life solar panels and lithium batteries. EPA is developing a proposed rule to add solar panels to the universal waste regulations and to add tailored universal waste standards for lithium batteries. EPA is working on this rulemaking in part in response to a petition submitted by a broad coalition of industry associations to regulate solar panels as universal waste. EPA is also working on adjustments within the universal waste regulations to improve safety standards and reduce fires from mismanaged end-of-life lithium batteries.
