The Reduction of Truck Emissions at Port Facilities (RTEPF) program is a discretionary grant program administered by the Federal Highway Administration. Funds for the RTEPF are awarded on a competitive basis to applicants that test, evaluate, or deploy projects that reduce idling and emissions at port facilities.
The RTEPF grants support port stakeholders in meeting the nation’s growing freight transportation needs while reducing emissions from heavy-duty commercial vehicles within or adjacent to ports and intermodal port transfer facilities. Grant funding is available for up to 80% of eligible project costs. Eligible project activities include those that:
- Promote the development of port-related infrastructure that reduces emissions from port-related truck idling
- Promote the development of on-truck technologies that reduce emissions from port-related truck idling
- Reduce truck congestion within or adjacent to ports
- Improve the efficiency of port operations

The Department of Transportation’s Consolidated Rail Infrastructure and Safety Improvements (CRISI) program is now accepting applications for their discretionary grant program. This program provides funding for projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail.
The CRISI program will fund projects that support the improvement of railroad safety, efficiency, and reliability; mitigate congestion at both intercity passenger rail and freight rail chokepoints to support more efficient travel and goods movement; and enhance multi-modal connections. Funding for the CRISI program has been allocated to support projects for both rural and urban areas. Eligible project activities include, but are not limited to the following:
- Rail line relocation or improvement projects
- Research, development, and testing to advance and facilitate innovative rail projects
- Rehabilitating, remanufacturing, procuring, or overhauling locomotives for emissions reduction
- Regional rail and corridor service development plans and environmental analyses
- The development and implementation of a safety program or institute designed to improve rail safety
