New Community Benefits Plans Videos Available on VTO Funding Opportunity Website
The U.S. Department of Energy’s (DOE) Vehicle Technologies Office (VTO) has new videos available that explain the Funding Opportunity Announcement (FOA) process and application components.
A Community Benefits Plan (CBP) is a new required application component for many DOE funding opportunities, including VTO’s FOAs released in 2023. The CBP requirements vary based on the source of the funding and whether it’s for research and development (R&D) or demonstration and deployment projects. DOE released a Community Benefits Plan 101 Informational Video describing the set of four core policy priorities:

Advancing diversity, equity, inclusion, and accessibility

Implementing Justice40 initiative actions
DOE’s Office of Energy Efficiency and Renewable Energy released an informational video specifically on Research and Development CBP. These new videos are available in the VTO FOA Information Session series, which was created to help potential applicants understand the VTO FOA process and requirements and learn how to properly submit required FOA components.
The series applies learnings from the Clean Cities Energy and Environmental Justice Initiative on empowering underserved communities to expand the reach of impacts from funded projects and maximize the benefits of VTO investments that flow to underserved communities. Session 1 covered the basics of VTO funding opportunities and Session 2 focused on preparing budget justifications and other FOA application components. Both are available on-demand here.
By fostering business opportunities and economic development for all potential applicants, this series is aligned with the Biden administration’s Justice40 Initiative to ensure that 40% of the overall benefits of certain federal investments flow to disadvantaged communities that are marginalized, underserved, or overburdened by pollution.
