Each year FEMP honors federal employees who developed and implemented exemplary, cost-effective projects and programs that cut energy waste and advance America’s progress toward energy independence, resilience, and security, while also advancing federal agency missions.
The Federal Energy and Water Management Awards honor outstanding achievements in:
- Energy and water efficiency and conservation
- Energy and water resilience and cybersecurity
- Distributed energy generation
- Fleet and transportation management.
Nominations must be submitted by August 31, 2023.
FEDS Spotlight provides an opportunity for agencies to recognize federal employees going above and beyond typical day-to-day responsibilities to help achieve mission success. FEMP is seeking federal nominees who exemplify traits described in the following categories:

Professional Achievement, persons who consistently show exceptional professionalism and integrity while leading agency mission critical projects and programs.

Future Leader, person new to the federal energy management role that embodies and exhibits the characteristics and skills needed to propel key projects and diverse programs forward.

Innovator, person who is committed to finding new and creative ways of carrying out dynamic projects and programs and inspires change.
If you know someone who embodies these qualities, work with your federal agency representative to submit a nomination. The deadline for nomination is June 30, 2023. Nominees will be honored during FEMP 50, a three-day anniversary celebration of 50 years of federal energy management.
The Federal Energy Management Program's Early Career Professionals Program (ECPP) is bringing together its first cohort of diverse and passionate early career professionals in the energy and water fields to support federal agencies' transition to a clean energy economy.
To apply for the program, download and fill out the ECPP application. Email the application to fempecpp@pnnl.gov with the subject line: "ECPP 2023." Note that all fields must be filled out for consideration.
The deadline to submit an application is June 30, 2023 (11:59 p.m. PT).
The program is open to those actively working in federal energy and federal water management, such as federal employees (all agencies eligible). Applicants must have completed a degree (undergraduate, graduate, professional, doctorate) less than 10 years ago.

FEMP Energy Treasure Hunt Training at NAS Jacksonville
FEMP hosted an Energy Treasure Hunt training at NAS Jacksonville on May 16-17, 2023. Using the Public Works Department (PWD) Jacksonville building as an example, students received training on identifying and quantifying quick-turn-around energy and water saving measures in a typical government facility. This program assists agencies in meeting mandated energy and water milestones.

DOE and GSA Select 20 "Green" Technologies to Test in Real-World Buildings
In collaboration with the U.S. Department of Energy’s (DOE) Building Technologies Office (BTO), the U.S. General Services Administration’s (GSA) Green Proving Ground (GPG) program has selected 20 novel building technologies to test in real-world buildings that could help commercial buildings decarbonize.
These American-made technologies were chosen in response to GSA’s most recent Request for Information, which sought recommendations of technologies that could improve the operating efficiency of commercial buildings while promoting healthy workplaces; enable whole-building electrification; facilitate greenhouse gas reductions; provide on-site energy generation and storage systems; or deliver electric vehicle fleet and load management solutions. Funding through the Inflation Reduction Act (IRA) has enabled GSA to expand this program to support GSA’s ambitious goals to achieve a 65% reduction in GHG by 2030 and net-zero operational emissions by 2045.
