We’re excited to share that as of November 20, 2022, FEMP officially has a new home in the Department of Energy’s (DOE) recently created Office of Infrastructure. This DOE realignment, announced February 9, 2022, bolsters DOE’s ability to implement the clean energy investments in the Bipartisan Infrastructure Law and Energy Act of 2020, accelerate clean infrastructure nationwide, and support market-ready solutions.

The Federal Utility Partnership Working Group (FUPWG) meeting dates have changed to May 1-2, 2023. The National Rural Electric Cooperative Association (NRECA) will co-sponsor this in-person event in Arlington, VA. FUPWG provides a venue for information exchange and training that fosters effective partnerships between federal agencies and their serving utilities to develop solutions which leverage private sector investment in federal facility infrastructure to improve energy and water efficiency and support federal building decarbonization. Additional information will be posted on the FUPWG website as the plans develop.

Laboratories are often the largest consumers of energy on federal campuses, yet up to 50% of this energy can be wasted on ineffective operation. The Federal Labs Working Group helps agencies achieve energy efficiency standards as well as decarbonization requirements listed under E.O. 14057 by developing best practices to build high-performance laboratories since federal agencies face similar challenges and share joint processes. The next meeting will be held virtually on Tuesday, March 7th from 12:00-1:30 EST where members will hear from Wendell Brase who pioneered one of the first Smart Labs programs at UC Irvine. Solicitation Seeks Proposals for Demonstrations of Environmental and Installation Energy Technologies
The Department of Defense’s (DoD) Environmental Security Technology Certification Program (ESTCP) released a solicitation on January 6, 2023, requesting proposals for demonstrations of environmental and installation energy technologies. ESTCP is the DoD’s environmental, resilience, and installation energy and water technology demonstration and validation program. ESTCP demonstrations collect cost and performance data to overcome the barriers to employ an innovative technology because of concerns regarding technical or programmatic risk, the so-called “Valley of Death.” Funding is available through a Broad Agency Announcement (BAA), DoD Call for Proposals, and Call for Proposals for Federal Organizations Outside DoD. The topics referenced by this solicitation request proposals related to the ESTCP program areas of Climate Resilience, Environmental Restoration, Installation Energy and Water, Munitions Response, Resource Conservation and Resilience, and Weapons Systems and Platforms. The due date for all pre-proposals is March 9, 2023 by 2:00 p.m. ET.

Reminder: 2022 AFFECT Solicitation Deadline
On December 2, 2022, FEMP issued a $13 million solicitation for new energy projects that will help federal facilities improve the efficiency of their operations and reduce their carbon footprint.
Applicants must register and submit application materials through EERE Exchange. The application deadline is February 28, 2023, at 5:00 p.m. ET. Questions regarding this FAC can be sent to AFFECT2022Approp@ee.doe.gov. All questions and answers related to this FAC are available to download.
