Joint Office Updates on the Future of Riding and Driving Electric

The Joint Office of Energy and Transportation (Joint Office) is sharing this monthly update on the deployment of zero-emission, convenient, accessible, and equitable transportation infrastructure. This update includes:


EV Charging Infrastructure Trends: First Quarter 2022

A new National Renewable Energy Laboratory (NREL) report analyzed trends in electric vehicle (EV) charging infrastructure reported in the Alternative Fueling Station Locator in the first quarter of 2022. The report highlights trends including:

  • The number of charging ports in the Station Locator increased by 1.2%, including a 1.3% increase in public ports and a 0.7% increase in private ports.
  • Both public and private direct current (DC) fast ports grew by the largest percentage (6.0% and 2.4%, respectively) compared with Level 1 and Level 2 ports.
  • The Mid-Atlantic region had the largest increase in public charging infrastructure in Q1 (7.6%), though California continues to lead the country in the number of available public charging ports.

Updates to the AFDC Station Locator

The foundational station data used by the National Electric Vehicle Infrastructure (NEVI) Formula Program is provided by the NREL-operated Alternative Fuels Data Center (AFDC) Station Locator. The Station Locator makes data available via interactive maps, data downloads, and application programing interfaces (APIs).

For the Joint Office, NREL provides data downloads that contain port-level power data and has adjusted corridor tools to display validated interstate segments that meet NEVI requirements.

In addition, new tools are being developed. The Historic Station Locator API—currently looking for beta testers—allows users to look back in time to see how station installations have changed. The EV U-Finder utility and incentive tool, coming this winter, will help stakeholders find local utilities and incentives.

For broader state information related to electric charging, the AFDC also provides state-level transportation data. This page includes:

  • Summary fueling station information
  • Vehicle registration, fuel price, and consumption data
  • Electricity source and emission information
  • State-based cases studies and videos.

Request for Information Regarding Prevalence of and Solutions to Electric Vehicle No-Charge Events

The U.S. Department of Energy’s (DOE) Vehicle Technologies Office (VTO) announced a Request for Information (RFI) regarding the prevalence of and solutions to EV no-charge events.

The purpose of this RFI is to solicit input from industry (e.g., EV and EV charging manufacturers and charge network operators), academia, research laboratories, government agencies, and other stakeholders on issues related to EVs failing to charge properly when connected to chargers. Responses to this RFI must be submitted no later than 5:00 p.m. ET on Nov. 18, 2022.

Biden-Harris Administration Will Double Clean School Bus Rebate Awards to Nearly $1 Billion

On Sept. 29, 2022, the U.S. Environmental Protection Agency (EPA) announced it would nearly double the funding awarded for clean school buses this year following increased demand, with school districts from all 50 states applying for the 2022 Clean School Bus Rebates.

Urban Toolkit Listening Sessions

The Joint Office is developing a new resource, the Urban EV Toolkit, which will use listening sessions to guide urban and suburban communities through planning, funding, and implementing EV charging projects. This toolkit will complement the Rural EV Toolkit published earlier this year. Targeted for release in winter 2023, the Urban EV Toolkit is intended for a broad audience including:

  • Cities
  • Municipalities
  • Planning agencies
  • Business owners
  • Multifamily housing developers
  • Transit agencies
  • Fleet managers.

While focused on public charging stations for passenger vehicles, the Urban EV Toolkit will also include content on electrification for micromobility, transit, and taxi/ride-hailing fleets.


Update on Technical Assistance

Since launch, the Joint Office technical assistance concierge service has fielded nearly 1,200 inquiries related to the NEVI Formula Program and other EV charging topics.

With the recent approval of all state plans, the Joint Office will continue to provide direct technical assistance and support to states as they begin plan implementation.

Upcoming activities planned by the Joint Office include:

  • Host one-on-one calls with each state, Puerto Rico, and Washington, D.C., to coordinate direct technical assistance based on the state’s certified plan. These monthly calls will occur during the state’s implementation phase to support progress, share best practices, and address challenges.
  • Conduct detailed analyses of the certified state plans to identify shared needs across plans and tap Joint Office resources to fill those needs with technical assistance, information resources, and access to peer-to-peer exchange through office hours and webinars.
  • Collaborate with National Association of State Energy Officials (NASEO) and American Association of State Highway and Transportation Officials (AASHTO) to host monthly regional calls with state departments of transportation and energy offices to discuss topical items such as procurement and contracting.
  • Develop a utility lookup tool (EV U-Finder) to aid with station siting and grid coordination.
  • In the future, the Joint Office will be implementing other activities under the Bipartisan Infrastructure Law, such as updating additional tools and resources and providing technical assistance for planning, cybersecurity, equity, and resiliency.
