DOE National Laboratories Gather in Berkeley for the Smart Labs for National Labs Workshop

Over one and a half days, thirty-five attendees from seven DOE national labs met at the Lawrence Berkeley National Lab (LBNL) in California for the Smart Labs for National Labs workshop. This group came together for targeted topics, networking, and tours to learn about the application of Smart Labs principles. Topics included LBNL’s ongoing commissioning program, kW Engineering’s Smart Labs incentive program, and how to perform a laboratory ventilation risk assessment. Federal Energy and Water Management Awards Ceremony Update

For the first time in the history of FEMP’s Federal Energy and Water Management Awards, the 2021 and 2022 award winners will be honored in person during Energy Exchange 2022. This live, invite-only ceremony will be held Wednesday, October 26th in Cincinnati, Ohio at the Duke Convention Center, 6:00 p.m.–9:00 p.m.


FEDS Spotlight Recognition Program Moves to Spring 2023

FEDS Spotlight provides an opportunity for agencies to shine a spotlight on federal employees going above and beyond typical day-to-day responsibilities to achieve mission success while also cutting energy waste, reducing costs, optimizing performance, and advancing America's progress toward energy independence, resilience, and security.  More information coming soon.


RFI Seeks Technologies to Help Move Federal Buildings Toward Net-Zero Carbon

Open from October 11 to December 9

A new request for information (RFI) seeks input from industry regarding technologies that can help to reduce greenhouse gas (GHG) emissions from commercial buildings, improve grid resilience, and that have significant potential for equitable and broad adoption in the U.S. marketplace. The RFI, announced by GSA in collaboration with DOE, supports the Biden-Harris Administration’s goal to achieve net-zero emissions economywide by 2050.

“We’re eager to hear from industry about the emerging technologies that can help build on GSA’s success in greening our footprint and catalyzing innovation through programs like Green Proving Ground program,” said GSA Administrator Robin Carnahan. “The Inflation Reduction Act will provide even more opportunities for us to transform federal buildings into high-performing, high-tech testbeds for clean energy innovation.”

New Technical Specifications: Technical Specifications for On-Site Wind Turbines

This customizable template provides federal stakeholders seeking to install on-site wind turbines with requirements to ensure safety, compliance, longevity, and performance, including engineering and construction considerations.


New Guidance: Federal Metering

The newly released Federal Metering Guidance incorporates the following requirements from the Energy Act of 2020:

Water metering requirement, describing the process that agencies use to determine buildings appropriate for water meters and how to prioritize those buildings for water meters.

  • The document requires agencies to submit new Metering Plans within 180 days of the publication of the updated guidance.

  • DOE will conduct a standard assessment review of all agency Metering Plans every two years after the original plans are submitted and received.

The agency metering determination process and metering programmatic documentation process were updated to include feedback received from federal agencies and ensure it meets the statutory requirements. 

The document includes an appendix with recommended best practices for comprehensive metering planning, including metering implementation, cybersecurity, data management and analysis, and program performance. FEMP will be hosting informational webinars on the updated Metering Guidance and will be hosting a pre-Energy Exchange Workshop on the Metering Guidance

All federal agencies shall submit their agency metering implementation plans to FEMP by April 3, 2023.


New Technical Memo: Demand Flexibility in Labs

Demand Flexibility (DF) is a key component of Grid-interactive Energy Buildings (GEBs) and Energy Management Information Systems. Can DF be applied to laboratory buildings? This technical memo from FEMP and Berkeley Lab summarizes the opportunities and challenges for implementing DF in laboratories, based on input from several federal organizations.
