DOE Invests $6 Million in Geothermal Heating and Cooling Technologies at Federal Facilities
On June 3, 2022, DOE announced the selection of the Oak Ridge National Laboratory (ORNL) as the recipient of up to $6 million for the expansion and deployment of geothermal heating and cooling technology at federal sites. This investment will help support President Biden's goal of achieving 100% carbon-free electricity by 2030. This funding will provide technical assistance for geothermal energy deployment at federal sites, helping reduce or replace electricity demand, offset peak loads to the grid, and add resiliency and security to local energy systems. Reported Energy and Cost Savings from the ESPC Program
DOE’s Energy Savings Performance Contract (ESPC) Indefinite Delivery Indefinite Quantity (IDIQ) program realized 109% of guaranteed savings in FY 2020. A review of 189 projects in the performance period and generating an annual measurement and verification (M&V) report in FY 2020 resulted in a reported $451.3 million in cost savings to federal agencies; greater than the $414.0 million of guaranteed cost savings for the same period. ORNL generates this annual report capturing the realization rate of energy and cost savings from the DOE ESPC IDIQ program, which has awarded over 430 projects over the history of the program.  The FEMP Carbon Pollution-Free Electricity (CFE) Resources landing page provides information and resources for federal agencies to increase their understanding of CFE options through a comprehensive and actionable approach organized into three main steps (Assess, Strategize, and Implement). The webpage primarily features content in the Assess and Strategize sections but will continue to evolve as new information and resources become available.
 This updated webpage reviews options available to federal agencies for off-site procurement of clean energy based on their electricity market type. Clean energy as described on this webpage may include either renewable or carbon pollution-free electricity, as defined in the Energy Policy Act of 2005 and Executive Order (E.O.) 14057 Sec. 603, respectively. Determining sites' electricity market type is an important first step to identifying the available off-site purchasing options, and descriptions of two electricity market types are briefly described.
 This new FEMP tool enables federal stakeholders to create their own customized solar PV technical specifications based on a site’s needs.

Utility Energy Service Contract (UESC) Advanced Training
Day 1: Contracting

Day 2: Technical Project Development and Implementation

Day two provides federal agencies and utility partners with higher level training that helps promote successful implementation of UESCs for the federal government. UESC training is an important step in promoting and enabling the use of federal performance contracts, implementing energy efficiency projects, and reducing the consumption of energy in federal buildings.
Data centers are energy-intensive and opportunities exist to reduce energy use, but significant knowledge, training, and skills are required to perform accurate data center energy assessments. In order to accelerate energy savings, the data center industry and DOE partnered to develop the DCEP program. The DCEP training program certifies energy practitioners qualified to evaluate the energy status and efficiency opportunities in data centers.

With federal solar PV projects on the rise, it is imperative for federal purchasers to understand how BAA applies in renewable energy projects to avoid project delays. This webinar reviews the latest updates to the BAA, discusses how to ensure federal solar PV systems comply with the BAA, and provides tips on conducting market research to verify claims.

Energy Savings Performance Contracts (ESPC) Comprehensive Training
Phase 1 and Phase 2
3 Hours | 0.4 CEUs | Introductory
This training consists of a basic introduction to the DOE IDIQ contracts and how to get started with an ESPC project at your site. This training also covers acquisition planning, ESCO selection, the preliminary assessment, energy saving technologies, and energy security/resilience through ESPC. Whether you are at the beginning of acquisition planning and considering the ESPC approach or are already underway with a project, this training workshop will provide a strong foundation for understanding the ESPC process.
Phase 3
3 Hours | 0.4 CEUs | Introductory
This training provides attendees with an understanding of ESPC project development phase one which includes measurement and verification; technical proposal review; and the risk, responsibility, and performance matrix (RRPM). Task order schedules are thoroughly reviewed so attendees learn the purpose of each and recognize the pricing and financing aspects of an ESPC project. Attendees review each financial schedule, technical proposal, and RRPM and develop an understanding of ESPC funding and where it comes from. This training also explains how ESPCs differ from conventional bid-to-spec projects by reviewing final design, implementation and construction, and project acceptance.
Phase 4 and Phase 5
3 Hours | 0.4 CEUs | Introductory
This training provides attendees with an overview of the implementation/construction period activities. The training includes a discussion of agency responsibilities, invoices and payments, and annual measurement and verification activities during the performance period. The contents of the contract management plan will be reviewed. The training is sponsored by the DOE FEMP and utilizes experts in the field of performance contracting including former federal contracting officers, federal project executives, DOE national laboratory experts, and other consultants with extensive backgrounds in ESPCs. Attendees will interact with instructors who are experts in contracting and the technical aspects of project development.
2 Hours | 0.2 CEUs | Introductory
Sustainable acquisitions are environmentally preferable products and services that help the federal government "buy green" while stimulating market demand. This training enables learners to recognize and comply with federal sustainability requirements prior to, as well as during, the purchase of products and services, and the benefits that result to the federal government, the community, and the environment from compliance with these requirements.
