The U.S. Department of Energy (DOE) today launched the new Inclusive Energy Innovation Prize that will award up to $2.5 million in cash prizes to groups and organizations that support entrepreneurship and innovation in communities historically underserved in climate and energy technology funding. The Inclusive Energy Innovation Prize supports the Biden-Harris Administration’s Justice40 initiative to put environmental and economic justice at the center of America’s transition to a net-zero economy by 2050. “Structural barriers are still stifling the ability for innovators who are Black, Indigenous, and people of color – some of the people most impacted by climate change – to access clean energy funding,” said Secretary of Energy Jennifer M. Granholm. “DOE’s new Inclusive Energy Innovation Prize aims to bridge that gap and build an inclusive community of innovators who have a seat at the table as we map out a comprehensive, equitable clean energy transition.” More information is available here.
FEMP Focus
Utility Partnerships for Fleet Decarbonization
The FEMP Utility Program and the FEMP Federal Fleet Program coordinated to host a Leveraging Utility Partnerships for Fleet Electrification Training for 475 registrants. The live webinar was attended by 347 individuals from the federal government and private sector. The training provided attendees with valuable fleet electrification planning information. A post-webinar poll of participants showed that the top three obstacles (74% of responses) facing Federal fleet electrification are cost/budget, infrastructure, and policy/legal authorities. Eighty-one percent of responses indicated that it would be useful for FEMP to provide funding, planning assistance/training, and guidance for Federal fleet electrification. Continued training and communication between agencies and FEMP, and coordination between agencies and their serving utilities will be a hallmark of Federal fleet decarbonization.

Federal Energy Storage Initiative– Call for Projects
FEMP is launching a call for projects for the new Federal Energy Storage Initiative. Its purpose is to help agencies identify opportunities for onsite battery storage and provide technical and procurement assistance to accelerate deployment. FEMP aims to support up to ten projects with this current call. If you are interested in assessing the potential for battery storage (and solar PV, if desired) at your site and can provide the required data, please submit a request to FEMP’s Technical Assistance Portal for Distributed Energy Projects by November 15, 2021. Required data includes:
- Site location
- Electricity rate name
- Hourly (preferred) or annual electricity consumption
- Interest in including solar PV in the screening (yes/no)

Optional for PV assessment: Available land (acres) and/or roof area (sq. ft.)

FEMP Supports 23 Agencies with Zero Emission Vehicle (ZEV) Planning
This summer in a government-wide approach, the FEMP Fleet Team supported 23 agencies/components and 300 fleet managers through 43 technical assistance engagements to help agencies consider vehicle electrification opportunities in their FY22 vehicle procurement. FEMP’s assistance supported agencies by reviewing fleet data to identify which replaceable vehicles are good candidates for available electric vehicles and provide best practice assessments of the EV charging needs in prioritized sites. In addition to these direct technical electrification assistance, the FEMP Fleet Team continues to support agencies with both immediate and long term EV planning needs through training webinars and in depth EV planning support.

New Distributed Energy Interconnection Checklist: This checklist provides federal agencies with a series of tasks and questions to ask their utility throughout the interconnection process. These considerations are applicable to most types and sizes of distributed energy projects, and each item includes a description with additional information.
eProject Builder Releases New Capabilities and Updates: FEMP and Lawrence Berkeley National Laboratory (LBNL)’s eProject Builder (ePB) tool supports federal, state and local entities’ requirements to retain and track energy and water saving project’s information through the project performance period. New capabilities and updates for fiscal year 2021 include:
- a user-friendly Excel-based measurement and verification (M&V) upload template, which enables streamlined entry of a single year of M&V data;
- two new ePB reports that enable users to quickly upload ePB data to the federal Compliance Tracking System (CTS) for the CTS Initiated Projects and Follow-up Reports;
- an all-new analysis and reporting feature (much more user-friendly than its predecessor) that enables users to quickly create and save custom reports on their portfolio of energy projects;
- the new eProject eXpress (ePX) data entry and reporting pathway. ePX includes an extensive suite of updated features designed specifically to streamline data entry and meet the needs of municipalities and states, universities, schools, and hospitals.

Accessing Onboard Server Sensors For Energy Efficiency In Data Centers: Makes this technology better known to help increase the use of onboard sensors and thereby be in a better position to manage both IT and facility energy.
Specifically, the training provides context and benefits of onboard sensor monitoring; overview of ENERGY STAR for computer servers; summary of key energy related server parameters; examples of typical data center networking and DCIM tools; and allows for the review of network protocols and interfaces and the main categories of data center management solutions.
This training provides complementary information to a previous four-part webinar series, which introduced a broad toolkit for identifying energy-saving opportunities in data centers.

ESPC Comprehensive Trainings, Part 1-3: These on-demand training sessions are recordings of a live event from April 6-8, 2021.
The trainings educate attendees on how to implement energy and water projects through an energy savings performance contract (ESPC). The workshop consists of a basic introduction to the DOE IDIQ contracts and how to get started with an ESPC project on-site. Whether you are at the beginning of acquisition planning and considering the ESPC approach or are already underway with a project, this workshop will provide a comprehensive understanding of the ESPC process. Each part can be completed separately for CEUs.
