FEMP Awards 2019 AFFECT Grants to Federal Facilities

FEMP has announced more than $5 million in funding for 11 projects to catalyze the adoption of energy and water efficiency and renewable energy technologies at facilities across the Federal Government. Agencies will use FEMP’s Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) funding in conjunction with external, leveraged funding, such as ESPCs, to amplify the projects’ impacts. Projects will advance energy affordability, integrate technologies that increase the resilience of a site and that are not commonly part of a leveraged project, and support the deployment of integrated energy systems that allow for standardized and streamlined practices to save energy and promote the safety, health, and operations of federal facilities. Cost-shared with industry, the total investment in energy and water efficiency could reach more than $140 million.

REopt Lite Evolves To Address User Priorities

In addition to incorporating time-saving features and detailed guidance for international use, the National Renewable Energy Laboratory’s latest REopt Lite web tool upgrades address users’ growing focus on providing backup power to sustain critical load during outages. REopt Lite helps building managers evaluate the economic viability of grid-connected PV, wind, and battery storage at a site, identify system sizes and battery dispatch strategies to minimize energy costs, and estimate how long a system can sustain critical load during a grid outage. REopt Lite now has expanded resilience capabilities to enable users to optimally size new diesel generation and better understand the benefits and trade-offs of resilience. Along with expanded resilience results, the latest round of REopt Light updates include a load profile dashboard and updated default values. New Templates Available for ESPC Energy Sales Agreements 

FEMP recently published new templates for ESPC Energy Sales Agreements (ESA), such as the Notice of Opportunity and Task Order Request for Proposal, for DOE’s indefinite-delivery, indefinite-quantity (IDIQ) contract vehicle. An ESPC ESA is a project structure that uses the multi-year ESPC authority to implement distributed energy projects on federal buildings or land. Unlike traditional ESPCs, the ESA energy conservation measure is initially privately owned for tax incentive purposes, and the federal agency purchases the electricity produced (price in cents/kilowatt-hour, similar to a power purchase agreement). FEMP Releases Demand Response and Time-Variable Pricing Programs Website

In late November, FEMP launched a new website that provides profiles of demand response programs and utility time-variable pricing options across the country. This resource is unique in the U.S., offering a streamlined, no-cost way for commercial and industrial utility customers to access these lucrative opportunities. Federal agencies, as well as any private sector commercial and industrial customers, can quickly look up the offerings available in their state, get a quick description, and follow the link to the relevant program or tariff.
