President Biden Announces 22 Recompete Finalists to Boost Growth in American Communities
On December 20, 2023, President Biden announced 22 Finalists of the Distressed Area Recompete Pilot Program (Recompete). These Finalists are now eligible to apply for implementation funding through the Phase 2 Notice of Funding Opportunity.

Recompete aims to make transformational investments in distressed communities across the nation that catalyze renewed competitiveness and economic opportunity for workers and families in these areas. These community-driven strategies and long-term solutions will help these regions create sustainable and equitable economic growth. [View the Phase 1 Fact Sheet]
In addition to the 22 Finalists, EDA also awarded 24 Recompete Strategy Development Grants to help communities significantly increase local coordination and planning activities.
The program saw an unprecedented 565 applications, requesting more than $6 billion in funding. Recompete is the latest in a series of transformational programs announced in President Biden’s “Investing in America” agenda as part of the CHIPS and Science Act. WISCONSIN
Associated Press -- Biden announced that the Grow Milwaukee Coalition is one of 22 finalists for the Commerce Department’s “Recompete” pilot program. The program is funded by Biden’s CHIPS and Science Act, and is focused on investing $190 million in federal funding in job creation and small business growth in hard-hit U.S. communities. KENTUCKY
Appalachian News-Express – SOAR’s application, “The Eastern Kentucky Runway: Regional Revitalization through Workforce,” was one of 565 Phase 1 applications from 49 states and four territories received by the EDA. ... The core of SOAR’s proposal is to bring these counties on par with the national average prime-age employment rate by creating programming and pathways to train and employ more than 33,000 people (ages 25 to 54). Telemundo 48 El Paso – The City of El Paso has been selected as one of 22 finalists from a national pool of more than 500 applicants for Phase 1 of the Economic Development Administration's FY23 Area Recompete Pilot Program in Difficulties, which aims to transform communities by connecting workers with quality jobs. CALIFORNIA
Imperial Valley Press – The list of finalists includes the Lithium Valley Recompete Plan, led by the San Diego Regional Policy and Innovation Center, which requests approximately $65 million to reskill workers and equip small businesses to take advantage of the region’s burgeoning lithium extraction industry. MISSISSIPPI
SuperTalk Mississippi – Accelerate Mississippi Recompete Strategy will use the grant to increase local coordination and planning activities to connect workers to good jobs in geographically diverse and persistently distressed communities. (Full story)
