U.S. DOT SBIR FY25 Phase I Pre-Solicitation Period Is Now Open

The U.S. Department of Transportation (U.S. DOT) Small Business Innovation Research (SBIR) program invites small businesses to review the pre-solicitation notice for opportunities within its fiscal year 2025 (FY25) Phase I solicitation. You can also view the pre-solicitation notice on SAM.gov. 

The FY25 pre-solicitation is open January 3 – January 31, 2025, at 5:00 p.m. (ET). No submissions are accepted at this time. 

During the pre-solicitation period, technical questions concerning the proposed research topics should be directed to the U.S. DOT topic authors via an online forum at uservoice.com. Please see the pre-solicitation notice for instructions. All questions must be submitted to the online forum by 5:00 p.m. (ET) on January 31, 2025, in order to receive a response. 

Proposed FY25 Research Topics 

The proposed FY25 research topics are listed below. Full descriptions of each research topic are included in Appendix A, which is included in the FY25 pre-solicitation notice.

  • 25-FH2: Modular Construction of Protected Intersection and Turbo Roundabout

Federal Motor Carrier Safety Administration (FMCSA)

  • 25-FM1: Lidar-based Tire Inspection 
  • 25-FM2: Weight Equalization Smart Automatic Tire Inflation System for Commercial Motor Vehicles 

Federal Railroad Administration (FRA) 

  • 25-FR1: Non-destructive Longitudinal Rail Stress Measurement Device 
  • 25-FR2: Development of Next Gen End of Train Device Technology 
  • 25-FR3: Railroad Ground Hazard Migration Technology 
  • 25-FR4: Human Factors Fatigue Assessment System
