The Advisory Committee on Transportation Equity (ACTE) will hold its third meeting on Friday, January 5 from 2:30-4:30 p.m. ET via Zoom. View the full agenda for the meeting. Secretary Buttigieg re-established the ACTE to provide independent advice and recommendations about issues of civil rights and various contexts of transportation equity from a variety of leaders. Appointees to the Advisory Committee were announced in August 2023 and are drawn from academia, the private sector, and the transportation industry. DOT’s Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program, which is now accepting applications until February 28, is hosting several webinars this month to help applicants submit their proposals.
- On January 4 at 2:00-3:00 p.m. ET, join a webinar on RAISE Location Designations. The webinar will provide an overview of the RAISE locations designations, show how to identify these areas using the Grant Project Location Verification mapping tool and how to make majority determinations if your project is located in multiple designations, and provide an overview of how to create the spatial file that is required as part of your application. The Transportation Research Board is hosting its 2024 Annual Meeting on January 7-11 in Washington, DC. Attendees will have an opportunity to hear from U.S. Secretary of Transportation Pete Buttigieg, who will join the conference for the Chair’s Plenary Session on Wednesday, January 10. The session will include a “fireside chat” on mental wellness for transportation construction and other workers, hosted by Diane Gutierrez-Scaccetti, chair of TRB’s Executive Committee and commissioner of the New Jersey Department of Transportation. Secretary Buttigieg will also participate in a workshop titled “New Materials for Infrastructure: Reinventing the Roadway, Runway, and Railway.” Check out TRB’s Critical Issues in Transportation for 2024 and Beyond, which calls for reassessing the role of transportation in addressing major societal challenges and the research that informs the choices that society will need to make in 2024 and coming years.
- Join DOT’s Office of Small and Disadvantaged Business Utilization (OSDBU) for the Small Business Summit: Roadmap to HUBZone Success on Wednesday, February 21, 2024 from 8:00 a.m.-4:00 p.m. ET at DOT Headquarters in Washington, DC. This in-person inaugural event is open to all small businesses. The best practices learned during these sessions are geared towards helping small business owners boost their small business status and utilize the HUBZone certification in federal contracting and facilitate business match making. The Federal Highway Administration (FHWA)’s Winter 2024 Public Roads issue is now available. The issue explores many important transportation topics, including technology for proactive safety for vulnerable road users, enhancing transportation performance management for equitable access, partnering with Minority Serving Institutions, reimagining road infrastructure for community integration and development, and others. In late December 2023, FHWA also released the new Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD), which includes updates to improve safety for pedestrians, bicyclists, and all road users.
- On December 18, the Federal Transit Administration (FTA) hosted a webinar on “Developing Community-Based Public Safety Programs for Transit” to help transit agencies learn how community-based public safety programs can improve rider experience. The webinar included perspectives from transit agencies that established community-based programs to address public safety concerns. Closing in January
- FHWA’s Tribal Transportation Program Safety Fund (TTPSF), which is intended to address transportation safety issues identified by federally recognized Indian Tribes, is accepting applications for its FY 2024 funding cycle until January 15, 2024. Find more information here.
- FHWA is accepting applications under the $40 million Saving Lives with Connectivity: Accelerating V2X Deployment grant opportunity to advance connected and interoperable vehicle technologies. The initiative is focused on road safety, mobility, and efficiency through technology that enables vehicles and wireless devices to communicate with each other and with roadside infrastructure and provide warnings. V2X can contribute to the Safe System Approach adopted by DOT’s National Roadway Safety Strategy, a comprehensive approach launched in January 2022 to address the crisis of roadway deaths. Find the NOFO here; applications are due by January 17, 2024.
- FTA is offering approximately $343 million for the Fiscal Year 2024 All Stations Accessibility Program (ASAP) to help make it easier for people with disabilities and mobility needs to access some of the nation's oldest and busiest rail transit systems through essential upgrades, such as elevators. There is no award maximum or cap for ASAP grants. Complete proposals must be submitted electronically through the grants.gov “Apply” function by January 30, 2024.
Closing in February
- FHWA is accepting applications for its Advanced Transportation Technology and Innovation (ATTAIN) Program, which awards funding to eligible entities to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. Up to $120 million ($60 million for FY 2023 and $60 million for FY 2024) is set aside for the ATTAIN Program to fund grants under this NOFO. Applications are due by February 2, 2024.
- FTA is accepting applications for approximately $4.7 million in competitive grant funding to projects that improve access to vital transportation services for older adults, people with disabilities, and low-income individuals through the Innovative Coordinated Access and Mobility (ICAM) pilot program, which supports projects that improve transportation coordination and enhance mobility, including access to non-emergency medical transportation. Applications will be evaluated based on criteria outlined in the NOFO. Applications are due February 13, 2024.
- DOT is offering $1.5 billion in grant funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program for FY2024. Information on How to Apply for RAISE Grants is available on the RAISE website. The NOFO is available here and the deadline for applications is 11:59 PM EST on February 28, 2024. - DOT is accepting applications for its $25 million funding opportunity for the Rural Autonomous Vehicle (RAV) research program. Accredited universities are eligible to apply for this competitive, six-year cooperative agreement program. Recipients will use RAV program funding to conduct research regarding the benefits and responsible application of automated vehicles and associated mobility technologies in rural and Tribal communities. The RAV program funds collaborative research and pilot deployment activities to support a future rural transportation system that is safe, advances American competitiveness, and supports good-paying jobs. An informational webinar on the Rural Autonomous Vehicle Program Funding Opportunity will be held on January 19 at 11:00-12:15 p.m. ET – view this webpage for more information on the webinar. - FHWA is accepting applications for $9.7 billion in multi-year funding to improve the nation’s bridges through the competitive Bridge Investment Program’s “Planning” and “Bridge Project” categories, which fund bridge planning, repair, and replacement projects under $100 million. FHWA has provided a Bridge Project Application Template and Planning Grant Application Template and highly encourages applicants to use the templates for their applications. FHWA plans to conduct outreach regarding the Bridge Investment Program “Planning” and “Bridge Project” grants via a virtual recorded webinar which will be available on FHWA's website. Technical assistance is also available to recipients who receive Bridge Investment Program grants. Applications for this round of planning and bridge project funding must be submitted by March 19, 2024 via Grants.gov.
