RAISE 2023 Notice of Funding Opportunity: $1.5 Billion Available, Applications Due February 28th
The U.S. Department of Transportation has published a Notice of Funding Opportunity (NOFO) for $1.5 billion in grant funding through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program for 2023.
RAISE projects are rigorously reviewed and evaluated on statutory criteria of safety, environmental sustainability, quality of life, mobility and community connectivity, economic competitiveness and opportunity, state of good repair, partnership and collaboration, and innovation.
The NOFO is available HERE. The deadline for applications is 11:59 PM EST on February 28, 2023. Award announcements are expected no later than June 2023.
The full FY 2023 RAISE program requirements and competitive selection criteria are described in the NOFO. Applicants who are planning to re-apply for the RAISE program using materials prepared for prior competitions should ensure that their FY 2023 RAISE application fully addresses the criteria and considerations described in the NOFO, that all relevant information is current, and that the 2023 application is submitted in the proper format.
Half of the funding will go to projects in rural areas, and half of the funding will go to projects in urban areas. Projects located in rural areas are eligible for up to 100 percent federal cost share.
At least $15 million in funding is guaranteed to go towards projects located in Areas of Persistent Poverty or Historically Disadvantaged Communities, and projects located in these areas are also eligible for up to 100 percent federal cost share.
The RAISE program funds both capital and planning grants. In 2023, according to the Bipartisan Infrastructure Law, all grants, including planning grants, have minimum award amounts. The minimum award amount for any grant in an urban area is $5 million, and the minimum award amount for any grant in a rural area is $1 million. The maximum award for any grant is $25 million.
This NOFO reflects the funding and provisions specified in the Bipartisan Infrastructure Law. If the FY 2023 Appropriations Act impacts requirements for the RAISE Grant program, including the amounts available for any categories of awards, the Department will amend the NOFO with guidance on those impacts.
