OFCCP Reinstates the Monthly Employment Utilization Report
The Office of Federal Contract Compliance Programs is reinstating the Monthly Employment Utilization Report (CC-257). The CC-257 report requires businesses with a federal construction contract, subcontract, and/or federally assisted construction contract or subcontract in excess of $10,000 to provide information on employee work hours and employee counts by race/ethnicity, gender, and trade.
Each report must cover a full calendar month and is due by the 15th of the following month. If this date falls on a weekend or federal holiday, the report is due on the following business day. The first report will cover the calendar month of March 2025 and will be due by April 15, 2025.
The CC-257 report will strengthen OFCCP’s enforcement, outreach and compliance assistance activities, and will help the agency meet its mission of protecting workers in the construction trades, as employment discrimination continues to be a problem in the construction industry.
Contractors can also use the monthly report to proactively monitor their equal employment opportunity efforts and take corrective measures if the project is ongoing and they find obstacles to equal employment opportunity.
To assist contractors with the CC-257 reporting requirement, OFCCP will provide robust compliance assistance and outreach, including a webinar planned for early 2025.
Additionally, OFCCP has a help desk with dedicated staff that can assist contractors if they have questions or need technical assistance. For technical questions, please email DPOhelpdesk@dol.gov.
For all other questions, submit an inquiry to OFCCP’s Help Desk or call 1-800-397-6251. If you are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.
