Notification of Construction Contract Award Portal Coming Soon
The Office of Federal Contract Compliance Programs (OFCCP) will launch a new online platform to modernize how the agency receives required notices about construction contract and subcontract awards. The portal, referred to as the Notification of Construction Contract Award Portal (NCAP), will launch on August 26, 2022.
NCAP provides contracting officers, contractors, and applicants seeking federal assistance for construction projects (such as a state Department of Transportation), a more efficient and secure electronic means to submit a notice to OFCCP within 10 working days of an award of a federal or federally assisted construction contract or subcontract that exceeds $10,000. These notification requirements can be viewed at 41 CFR 60–4.2.
Contractors will be able to securely upload details of awarded construction contracts, including contract value, estimated start and completion dates of the contract, contact information, the contract awarding entity, the contract receiving entity, and contract place(s) of performance, using a single or bulk upload. The new portal will make it easier for contracting officers and contractors to submit information about construction contract awards, which will provide OFCCP more timely and complete information on federal contracts.
Considering the federal government’s historic investments in the country’s infrastructure, this information will play a critical role in enabling OFCCP to more efficiently schedule and perform compliance reviews to ensure that companies doing business with the federal government fulfill their equal employment opportunity commitments.
