FY24 SCAAP Award Notification

Dear SCAAP Recipient:

The Bureau of Justice Assistance (BJA) is pleased to announce that the Fiscal Year (FY) 2024 State Criminal Alien Assistance Program (SCAAP) awards have been processed and are ready for acceptance in JustGrants and then drawdown in the Automated Standard Application for Payments (ASAP) system.

The FY 2024 SCAAP award amounts are listed on the SCAAP website.

To access FY 2024 SCAAP award funds, entities must complete the following steps in order:

  • Assign users in the Justice Grants System (JustGrants): The Entity Administrator (EA) must complete this task, and the award cannot be accepted until this step is completed.* The detailed instructions for this step are found here on page 44: SCAAP Application Submission and Acceptance Job Reference Guide.
  • Electronically accept the award in JustGrants within 45 days: After the EA has confirmed and assigned participants, the assigned Authorized Representative (AR) will see a task on their worklist to accept or decline the award. The detailed instructions for this step are found here on page 50: SCAAP Application Submission and Acceptance Job Reference Guide.
  • Enroll in the ASAP System (if not already registered): After award acceptance, if your organization is not already enrolled in ASAP, the Entity Administrator will need to complete the registration. The EA will receive two emails inviting them to register. ASAP resources: https://justicegrants.usdoj.gov/resources/asap.
  • Request payment (drawdown) in ASAP by 9-25-25.

*While the EA must assign a Grant Award Administrator, Financial Manager, and Authorized Representative for the SCAAP award to be accepted, financial reports, performance reports, and grant award modifications are not applicable to SCAAP.
