Second Chance Act Pay for Success Program

Through this opportunity, the Bureau of Justice Assistance (BJA) seeks applications for funding to state, local, and tribal governments, as well as public housing/Indian housing authorities, to enhance or implement clinical services and other evidence-based responses to improve reentry, reduce recidivism, and address the treatment and recovery needs of people with mental health, substance use, or co-occurring disorders who are currently involved in the criminal justice system or were formerly involved.

The Pay for Success Program funding can be used to purchase a wide range of reentry services tailored to individuals leaving incarceration, particularly those with mental health, substance use, or co-occurring disorders who are currently involved in the criminal justice system, or were formerly involved, in need of permanent supportive housing.

All successful applicants will receive technical assistance, at no cost to them, from a BJA- funded Second Chance Act national provider.

Who can apply? 

  • Public housing authorities/Indian housing authorities 
  • City or township governments 
  • County governments 
  • Native American tribal governments (federally recognized) 
  • Special district governments 
  • State governments 

An applicant may submit more than one application, if each application proposes a different project in response to the solicitation. Also, an entity may be proposed as a subrecipient (subgrantee) in more than one application.
