TO: All IBC Employees
FROM: Melody Jameson, Chief, Human Resources Operations Division
SUBJECT: Letter from Private Company Named “IBC”

IBC’s Human Resources Directorate has been made aware of a private benefits counseling company that references the acronym “IBC” has been mailing marketing letters to federal employees. The letters indicate that employees who are interested in their services should contact them.
While the letters do indicate that the company is not a government agency and not affiliated with the federal government, please note these letters are potentially misleading because the company's acronym, “IBC,” is the same acronym as the Interior Business Center. In addition, please note:
- The subject line reads: “Federal Employee Benefits Counseling Request”
- For IBC employees, the header lists the agency as “OFFICE OF THE SECRETARY OF THE INTERIOR.”
- The letter asks you to return the form to “IBC- Federal Employee Benefits Counseling Department” (the fax number is not an Interior Business Center fax number).
- The footer includes the following statement: “Insight Benefit Counselors (IBC) is not a government agency or affiliated with the federal government.”
If you receive inquiries from this company, or from employees who do, IBC wants to assure you that we are not affiliated with this private company.
