Emergency Federal Employee Leave Fund FPPS |

The Interior Business Center (IBC) is aware that The American Rescue Plan Act of 2021 (H.R. 1319) was enacted on March 11, 2021, that provides authority for an Emergency Federal Employee Leave Fund for employees affected by COVID-19. The Act established a new category of paid leave for certain categories of Federal employees based on certain COVID-19-related qualifying circumstances. This paid leave is hereafter referred to as “emergency paid leave” or “EPL.”
IBC understands the importance and urgency to implement the EPL as quickly as possible, and we intend to implement such an important type of leave with accuracy as well as to ensure any system changes are value-added for our customer agencies. Implementing something like EPL is important to us and we want to do it right from the initial changes to FPPS and/or the time and attendance systems. These changes will give us the ability to extract information from our systems for anticipated future data calls and associated reporting requirements.
Once IBC receives official guidance to ensure we have all the requirements, IBC will follow our Standard Operating Procedures. Such procedures include but are not limited to:

Evaluate and Impact the Enhancement for Level of Effort

Prioritize and Schedule the Enhancement

Send out communications to the User Group Representatives (UGR)
