SUBJECT: Updates to IBC Hiring Process – Time to Hire Reporting Requirements

As we informed IBC supervisors and managers in an email on July 30, 2020, DOI has recently published a new Personnel Bulletin on Time to Hire (T2H) Reporting Requirements. This PB establishes the T2H measurements and framework to track and report overall hiring process efficacy to the Office of Personnel Management.
As a result of the implementation of the new T2H measurements, some steps in the IBC Hiring Process have been updated as described below:
Submitting Request for Eligibles (RFE) Actions
RFEs must be submitted at the same time as the complete recruitment package (i.e., PD, Job Analysis, and Client Recruitment Checklist) documents. Your servicing HR Specialist will confirm when the package has been verified as complete and the RFE may be submitted. Additionally, a new RFE will be required each time a position is announced or reannounced. Please await guidance from your Servicing HR Specialist prior to submitting an RFE and follow the prescribed process for submitting the RFE in WTTS.

Open Period of Announcements
Announcements will be open for a minimum of five business days (to align with the DOI Merit Promotion Plan requirements) and an initial maximum of 10 calendar days (the time allotted to receive applications in the OPM End-to-End Hiring Roadmap’s 80-Day Hiring Model). You may submit a request prior to the closing date of the announcement to extend the open period beyond the initial 10 days if your applicant pool appears to be insufficient.

Certificate Review Return Date
OPM’s End to End Hiring Roadmap allows 15 days for a selecting official to review applications, conduct interviews, check references, make selections, and return certificates to HR. We will still be issuing certificates in increments of 30 days, but it should be the goal of selecting officials to return certificates to HR within 15 days in order to avoid a negative impact to the T2H Measurements.

Once DOI provides additional guidance on the reporting process, we will share the new reporting requirements. Over the next several months we will share additional communications and resources to assist in further reducing T2H for the applicants and hiring officials.
