The Federal Employee Paid Leave Act, also known as Paid Parental Leave (PPL), provides 12 weeks of paid parental leave to certain federal employees covered by the Family and Medical Leave Act (FMLA).
In August 2020, OPM issued interim regulations, which are effective on October 1, 2020: Paid parental leave granted in connection with a qualifying birth or placement (for adoption or foster care) of a child occurring on or after October 1, 2020 is substituted for unpaid FMLA leave and is available during the 12-month period following the birth or placement.
Until IBC’s personnel and payroll system, FPPS, is updated with the required new pay codes for such leave usage, IBC is adopting an interim solution to document the use of PPL. Using existing FPPS pay codes for T&A reporting for this leave type taken on or after October 1, 2020, IBC employees should charge their time to the below pay codes along with the associated payroll remarks on the timecard.

- For employees charging their time to the interim PPL pay codes, payroll will advance the restored Annual Leave (A/L) based on the date of the use of PPL.
- For employees using pay codes 08A and 08B for their original intent of using restored leave for adoption, foster care or birth, your timekeeper must contact their Payroll Operation Branch point of contact, prior to the T&A submission, to ensure they are excluded from the advance restored leave process.
Once the new pay codes for the PPL are available in FPPS, payroll will require all corrections to be submitted in a specific pay period to ensure the reversal of the restored A/L advanced.
