SUBJECT: New DOI Shared Hiring Certificates Program

The Department of the Interior (DOI) is establishing guidance for a Shared Hiring Certificate Program which encourages the inter- and intra-Bureau sharing of job opportunity announcements and certificates of eligibles when filling certain vacancies under Merit Promotion Procedures (MPP) including through non-competitive means and under Direct-Hire Authority (DHA). This effort is in support of the DOI Secretarial priorities focused on improving the Department’s Time-to-Hire (T2H).
We are in the process of establishing procedures to ensure the operational level collaboration necessary to promote, participate and utilize shared certificates for commonly filled positions, Bureau/Office/DOI mission critical positions, and/or Government-wide mission critical positions. As this is a new initiative and final guidance is still forthcoming, we will work with individual Hiring Managers to determine which positions are currently best suited to take advantage of the Shared Hiring Certificate Program. We will also utilize lessons learned to further inform expansion of the program, especially as we are able to realize a reduction in T2H.

There are many aspects to the program and as we work to implement all facets, we will begin by including the following standard, DOI-wide agreed upon language in select MPP Job Opportunity Announcements (JOAs) that will result in a shared certificate opportunity: |

“Applicants who apply under this job opportunity announcement agree to have their application, associated documents and applicable personal information shared with other Bureaus/Offices within the Department of the Interior (DOI) who have vacancies with the same occupational series, grade, full performance level and in the same geographic location(s). Applying to this announcement does not replace the need to apply to other job opportunity announcements for which you wish to receive consideration.” |

Note the following requirements must be met in order to make selections from a shared certificate:
- The JOA must be open DOI-wide or to a broader area of consideration
- The certificate to be shared must still be active, i.e., within 90 days of issuance
- The position must be in the same pay plan and occupational series, and at the same grade level with the same full performance level
- The position must be of the same type, e.g., permanent, temporary, term, and with the same work schedule, e.g., full-time, part-time
- If applicable, the position should have the same selective factors and testing requirements
- The major duties of the position must be the same or very similar
- The specialized experience and competency requirements as reflected in the job analysis and assessment questionnaire must be comparable
- The position must be within the same duty location
- If interdisciplinary, the position must have the same series and grade combinations
