TO:  All First-Time DOE SBIR/STTR FY19 Phase I Release 2 Applicants

We wanted to make you are aware of the DOE SBIR/STTR Phase 0 Assistance Program.  This program is aimed at helping eligible small businesses successfully apply for DOE SBIR/STTR Phase I funding.  The overall goal of the DOE Phase 0 Assistance Program is to increase the number of responsive, high quality proposals submitted to the DOE from all first-time DOE SBIR/STTR applicants.   

Recognizing that multiple states already offer some level of assistance to their SBIR/STTR applicants, the DOE Phase 0 Assistance Program is designed to complement services already offered by existing professional organizations, SBDCs, universities, incubators, and other state organizations.  Since this program is entirely funded by the DOE, we offer our services at no cost to eligible participants.  This DOE program is administered by our contractor, Dawnbreaker. 

Following an initial intake assessment by Dawnbreaker, eligible recipients may receive one or more specialized services. These services include: 

  1. Letter of Intent (LOI) writing assistance
  2. Phase I proposal preparation, review and submission assistance
  3. Market Research Assistance
  4. Small Business Development Training and Mentoring
  5. Technology Advice and Consultation
  6. Intellectual Property Consultation
  7. Indirect Rates and Financials

There are eligibility requirements that all must meet to participate, such as you must not have applied for a Phase I from the DOE.  You are also not eligible if you have received past Phase 0 assistance from DOE.  We encourage you to visit DOE’s Phase 0 Assistance web site at http://www.dawnbreaker.com/doephase0/ to see if you are eligible for one or more of the services listed above.  Space is limited and determined on a first-come, first-serve basis, so please visit this site today!
