The Home Energy Rebates Program is announcing new program guidance for all states, territories, and Tribes to reduce energy bills for U.S. households and promote affordability through the Home Owner Managing Energy Savings (HOMES) Rebate Program and the High-Efficiency Electric Home Rebate (HEEHR) Program. The HOMES and HEEHR Programs directly address the rising costs of housing and essential home appliances.
DOE has released Program Notices for each program that implement common-sense revisions to program guidance to align requirements more closely with statutory requirements, advance affordability, ensure good stewardship of taxpayer dollars, and empower grantees to tailor their programs to local contexts and residents’ needs.
The $4.3 billion HOMES Rebate Program can save the average American family up to $8,000 on whole-home energy upgrades and yield up to $1 billion in annual bill savings nationwide.
The $4.5 billion HEEHR Program has a new focus that will ensure homeowners achieve long-term energy savings through insulating and sealing their homes prior to installing new heating and cooling systems. This provision will help to ensure that taxpayers’ utility bills will reliably go down with the purchase of new heating and cooling equipment and lessen the chance of new systems failing.
Under the HEEHR Tribal Program, the Administrative and Legal Requirements Document (ALRD) application deadline is now reopened and extended to December 11, 2026, to enable additional Tribes to submit applications.
